OverviewHealth Scientist III to provide senior-level public health program evaluation, technical assistance, and scientific project support to federal public health programs. This role supports the planning, implementation, monitoring, and evaluation of public health initiatives, cooperative agreements, grants, contracts, workforce development programs, and scientific projects. The incumbent serves as a subject matter expert in program evaluation methodologies, data analysis, performance measurement, and stakeholder engagement while helping advance public health outcomes through evidence-based decision-making.
Responsibilities- Lead evaluation activities for public health programs, grants, cooperative agreements, contracts, and interagency initiatives.
- Develop evaluation frameworks, performance measures, logic models, surveys, questionnaires, and assessment tools.
- Review and evaluate awardee work plans, budgets, progress reports, and program outcomes.
- Design and implement methodologies to assess program effectiveness and identify opportunities for program improvement.
- Aggregate and analyze performance data to inform strategic planning and future funding opportunities.
- Prepare technical reports, briefings, presentations, and guidance documents for internal and external stakeholders.
- Develop and implement workforce development evaluation strategies and assessment plans.
- Design needs assessments, pre- and post-training evaluations, and program outcome measures.
- Facilitate training sessions, workshops, focus groups, and stakeholder meetings related to evaluation activities.
- Provide technical assistance and consultation on evaluation methodologies and best practices.
- Collect, clean, validate, analyze, and interpret quantitative and qualitative program data.
- Develop dashboards, reports, visualizations, and performance measurement tools using platforms such as Power BI, SharePoint, REDCap, Access, and Excel.
- Identify trends, challenges, and opportunities through data-driven analysis.
- Present findings and recommendations to leadership, partners, and program stakeholders.
- Conduct literature reviews and environmental scans to support public health initiatives.
- Develop scientific summaries, evaluation reports, program briefs, and technical documentation.
- Support portfolio analysis of funded projects and identify opportunities for collaboration and innovation.
- Facilitate coordination across federal agencies, public health organizations, academic institutions, and external partners.
- Provide technical assistance to internal staff, award recipients, and external partners.
- Coordinate and facilitate meetings, workshops, presentations, and collaborative activities.
- Foster productive relationships with federal, state, local, territorial, tribal, academic, and community partners.
- Represent the program in meetings and workgroups to support mission objectives.
- Provide guidance, mentorship, and task direction to junior staff and Health Scientist II personnel.
- Review work products for quality, accuracy, and completeness.
- Coordinate multiple projects simultaneously while managing competing priorities and deadlines.
- Support strategic planning initiatives and contribute to organizational performance improvement efforts

Qualifications- Master's degree in Public Health, Health Science, Life Sciences, Epidemiology, Allied Health, Healthcare Administration, or a related scientific discipline.
- Minimum three (3) years of experience in public health program management, evaluation, or related scientific program support.
- Minimum two (2) years of experience leading or managing technical public health projects.
- Experience developing and implementing evaluation approaches to assess program effectiveness.
- Experience collaborating with government agencies, academic institutions, healthcare organizations, or public health partners.
Preferred Qualifications:
- Experience supporting CDC, NIH, HHS, or other federal public health programs.
- Experience with REDCap, Power BI, SharePoint, Access, or similar data management platforms.
- Experience supporting cooperative agreements, grants, or research portfolios.
- Certification in project management, evaluation, public health, or related fields.
- Experience facilitating stakeholder engagement activities and technical assistance programs.
