Role description:

Arcadis is looking for a Health, Safety, and Environmental (HSE) Manager to lead the strategic development, execution, and oversight of all field-level and regulatory safety and sustainability programs. This high-profile role manages and provides safety oversight for high-risk marine and onshore civil construction.

Role accountabilities:

The HSE Manage is entrusted in developing and implementing the safety strategies and related procedures, ensuring compliance, managing and reporting risk, conducting analysis, and engaging with stakeholders to create enthusiasm, commitment and fully participate with the HSE program.

As a critical partner to various design, construction disciplines and executive teams, this role reports to the Engineering During Construction Lead (ESDC) but works closely with leaders at all levels to embed a culture where people are put first by identifying risks first. Key Deliverables

Safety Leadership & Emergency Management: Oversee underground and marine risks specifically tailored to specialized tunneling operations and immersed tube tunnel (ITT) casting. Coordinate tunnel rescue protocols and establish emergency response frameworks for high-risk working environments. Manage on-site safety personnel, including HSE coordinators, advisors, and field technicians. Organize regular emergency drills to guarantee immediate readiness for complex, multi-jurisdictional incidents.

Environmental Compliance & Permitting: Enforce the Environmental Assessment Certificate commitments mandated by the BC Environmental Assessment Office. Manage regulatory compliance under the Water Sustainability Act, Fisheries Act (DFO), Wildlife Act, and Navigation Protection Act. Implement environmental management plans focusing on turbidity control, dredging impacts, and fish/wildlife habitat protections. Interface with regulatory agencies and Indigenous communities to resolve permitting deficiencies and address environmental impacts.

Governance, Audits & Training: Execute continuous safety audits to maintain mandatory Certificate of Recognition (COR) compliance and ISO 45001/14001 standards. Lead incident investigations by utilizing advanced root-cause analysis to mitigate recurrence. Perform Field Level Hazard Analyses (FLHAs) and implement rigorous risk assessment protocols across all work shifts. Deliver site-specific orientations and ongoing technical safety training programs for a massive multi-trade workforce.

Data & Reporting: Lead the collation and analysis of HSE and Integrity Management performance metrics; share insights and make strategic recommendations to peers, other department leads, senior leadership and Clients.

Culture Champion: Set the tone for a culture that prioritizes safety and integrity; champion safety at all levels by listening, coaching, and educating with a focus on practical, lasting impact.

Qualifications & Experience:

The successful candidate will have 15+ years of experience specializing in transportation projects. You should also have experience managing and directing staff. Other key qualifications include:
  • minimum a bachelor's degree in civil engineering
  • National Construction Health and Safety Certificate
  • Occupational Safety Certificates
  • Working knowledge of MS Office and health & safety software assets
  • Excellent communication skills

The salary range for this position is $106,000 - $156,000. The base salary represents Arcadis' hiring range for this position. Actual salaries will vary and will be based on various factors, such as location, skills, experience, and qualification for the role.
