Job Description:

Responsibilities

The Health Program Administrator I position will monitor bureau contracts that support services for persons living with HIV. Responsibilities will include monitoring, reviewing and negotiating contract work plans and budgets; providing guidance and technical assistance to contractors; monitoring contractor progress and performance by conducting site visits and reviewing periodic reports; monitoring and providing guidance and technical assistance on quality improvement; monitoring expenditures; reviewing and approving budget modifications and vouchers; developing contractor reporting requirements and formats; preparing narrative and statistical reports of contract activities; serving as liaison with providers and providing ongoing communication with regard to program, administrative, fiscal, and other contract requirements; and other appropriate related duties as assigned.

Minimum Qualifications

Bachelor's degree in a related field and three years of experience in the administration of personnel, fiscal, or other related operational activity; OR an Associate's degree in a related field and five years of such experience; OR seven years of such experience. At least one year of experience must have included supervision of staff and/or program management. A Master's degree in a related field may substitute for one year of experience.

Preferred Qualifications

Bachelor's degree in a related field. One-year contract management experience. Familiarity with using a contract management system. Knowledge of issues related to the provision of services to persons living with and/or at risk for HIV/AIDS. Experience working with HIV/AIDS community-based organizations/health service providers, monitoring and evaluating program activities. Experience conducting quality improvement activities. Proficiency with Microsoft Office.

Conditions of Employment

Grant funded position. Compliance with funding requirements such as time and effort reporting, grant deliverables, and contract deliverables, is required.

Valid and unrestricted authorization to work in the U.S. is required. Visa sponsorship is not available for this position.

Travel up to 25% of the time will be required.

The selected candidate must reside within a reasonable commuting distance of the official work location specified in the job posting and must also be located in or willing to relocate to one of the following states: New York, New Jersey, Connecticut, Vermont, or Massachusetts, prior to hire.

This position will become eligible for a hybrid work schedule, with a combination of onsite and remote work, after a waiting period of approximately six months, subject to satisfactory job performance, management approval and operational needs.

Work Location Expectations

At HRI, the nature of hybrid and onsite work varies by position. Some roles require full onsite presence, while others allow a hybrid schedule. Managers determine the specific telecommuting expectations for each role based on operational needs and job responsibilities. If designated as hybrid, you will divide your time between working remotely and reporting onsite. Regardless of telecommuting status, all HRI employees must live within a reasonable commuting distance of their official work location and must reside in one of the following states: New York, New Jersey, Connecticut, Massachusetts, or Vermont.
