Position Overview:
Responsible for leading the strategy, development, and performance of health plan products and services across Sutter Health Plan and its affiliated markets, providing advanced product leadership, strategic direction, and cross-functional influence.

Plays a critical role in translating enterprise strategy into actionable product initiatives, managing the integrity of the product lifecycle, and ensuring the delivery of competitive, compliant, and financially sustainable offerings. Partners closely with leadership to shape product direction, develop business cases, and drive execution across complex, multi-stakeholder environments.

JOB ACCOUNTABILITIES:

Product Strategy, Portfolio Leadership, and Business Case Development
  • Leads development and execution of product strategy for one or more product lines, aligning with enterprise goals and market positioning.
  • Recommends product portfolio direction, including new product development, product enhancements, expansion, and sunsetting decisions.
  • Develops robust business cases, including market opportunity sizing, product positioning, and financial analysis.
  • Assesses competitive landscape and market dynamics to inform product strategy and differentiation.
  • Partners with sales and leadership to support product positioning, go-to-market strategy, and growth initiatives.


Market Intelligence and Product Insights
  • Aggregates and synthesizes market intelligence, competitive insights, client feedback, and sales data to identify trends and opportunities.
  • Conducts advanced market research and benchmarking to inform product design and strategic decisions.
  • Provides data-driven recommendations to leadership on product performance, gaps, and opportunities.
  • Evaluates customer and market needs through collaboration with sales teams and stakeholders.


Product Lifecycle Ownership and Governance
  • Oversees the end-to-end product lifecycle, including ideation, design, development, implementation, optimization, and sunsetting.
  • Ensures integrity, quality, and consistency of product development processes and deliverables across product lines.
  • Leads complex, cross-functional product initiatives spanning multiple departments and regional entities.
  • Identifies dependencies, risks, and opportunities across the lifecycle and drives mitigation strategies.


Project and Initiative Leadership
  • Leads large-scale, high-visibility product initiatives and ensures alignment across cross-functional teams.
  • Applies structured project management approaches to ensure successful execution and tracking of deliverables.
  • Monitors performance, timelines, and outcomes while proactively identifying risks and solutions.

Regulatory Compliance and Product Governance
  • Serves as a senior subject matter expert on regulatory requirements impacting product design and filings.
  • Leads complex regulatory filings and approvals, ensuring compliance and audit readiness.
  • Interprets regulatory changes and drives necessary product and operational adjustments.
  • Ensures alignment of product offerings with regulatory standards and enterprise policies.


Product Design, Experience, and Innovation
  • Leads development of innovative benefit plan designs and product features aligned with market demands.
  • Drives improvements in customer experience, usability, and engagement across product offerings.
  • Collaborates with cross-functional teams to design and implement solutions that enhance member and client experience.


Financial and Performance Management
  • Develops and evaluates financial models, pricing considerations, and cost-benefit analyses for product decisions
  • Monitors product performance, including premium, utilization, and profitability metrics.
  • Provides strategic insights into product sustainability and long-term financial impact.
  • Supports leadership in portfolio-level financial planning and decision-making.


Cross-Functional Leadership and Influence
  • Acts as a senior liaison across departments, including actuarial, network, compliance, operations, sales, and finance.
  • Influences decision-making and drives alignment across competing priorities without direct authority.
  • Establishes and maintains strong partnerships across Sutter Health and external stakeholders.

EDUCATION:

Bachelor's degree in Business Administration, Finance, Healthcare Administration, Economics, or related field

TYPICAL EXPERIENCE:

5 years recent relevant experience

SKILLS AND KNOWLEDGE:

Experience in health plan product management or related field

Deep expertise in health plan product management across the full lifecycle (design, development, launch, optimization, and sunset).

Advanced knowledge of managed care products and state regulatory environment.

Strong understanding of benefit design, pricing strategy, and product positioning.

Advanced strategic thinking with ability to define product direction and translate strategy into execution.

Strong financial and analytical capabilities, including modeling, forecasting, and business case development.

Ability to synthesize complex data into actionable insights and executive-level recommendations.

Proven ability to lead complex initiatives and influence cross-functional teams without direct authority.

Strong communication and presentation skills, including ability to influence senior leadership and stakeholders.
