Position SummaryUnder the general supervision of the Data and Compliance Section Chief within the Office of Strategic Health Policy (OSHP), this position serves as an expert in health care data and data quality and integrates data from multiple sources into a robust health claims data warehouse. This position will act as a liaison between the benefit program managers and the health care data and analytics team in the identification of health trends warranting intervention.
Position responsibilities include the oversight of continuous data quality improvement and enhancement of all health care data from all vendors for the purposes of tracking, monitoring, evaluating, analyzing, and reporting health plan and other OSHP vendor performance on measures of quality, cost, resource utilization, and value. These measures combine to support ETF's mission and vision, and the program and policy goals as established by the Group Insurance Board. This position will play a critical role in blending the OSHP policy, operations, and analytics teams in developing benefit and operational changes both internally and externally with vendors. Position works collaboratively with internal and external stakeholders such as ETF leadership and Boards, internal ETF work units and vendors, including the data warehouse vendor, to ensure business and ETF goals and initiatives are achieved.

Salary InformationThis position is in classification IS Business Automation Senior (pay schedule/range 07-34), with an
annual salary of $74380 - $99257, plus excellent benefits. Pay for current and new state employees will be set in accordance with the Wisconsin State Compensation Plan in effect at the time of appointment.

Job DetailsETF offers hybrid remote/office work. If interested in hybrid remote/office work, this can be discussed in more detail during the interview process. The selected employee(s) must report to ETF's office on the first day of employment. In addition, the employee may need to report to ETF on short notice as operational needs require.
All employees are expected to be headquartered and work within the state of Wisconsin. ETF does not sponsor work visas. Any appointment made will be contingent on the applicant being able to prove valid status to work in the United States.

Qualifications Minimally Qualified candidates will have experience in all of the following :
- Analyzing health insurance data to draw conclusions and identify relationships, anomalies, or trends
- Analyzing, evaluating, or improving data quality within complex data sets or data warehouse environments
- Developing reports, data visualizations, dashboards, or other data products that highlight key finding and insights
- Serving as a liaison between technical and non-technical teams
In addition, Highly Qualified candidates will also have experience with the following :
- Designing, implementing, or overseeing health care data integrations and data warehouse enhancements
- Developing, evaluating, or administering health care quality and performance measurement programs
- Leading cross-functional health care data or analytics projects
