About the Role

We are seeking a senior government cyber leader to serve as Head of Government Cyber Integration for OpenAI for Government. This role will integrate OpenAI's government cyber work across strategy, testing and evaluation, trusted access, deployment, policy, security, and external engagement.

This is a matrix leadership role, not a replacement for line management. Product teams still own product roadmaps. Research and Safety still own model capability measurement and risk mitigation. Security still owns OpenAI's security posture and customer security requirements. Product Policy, Legal, and Global Affairs still own policy, legal, and government-affairs judgments. OpenAI for Government owns government delivery. The Head of Government Cyber Integration owns coherence across the government cyber mission: maintaining the full sight picture, clarifying ownership, convening the right cross-functional group, translating government requirements into action, and escalating decisions that cut across functions.

The role should make OpenAI more legible, credible, and useful to government cyber-defense stakeholders. The Head of Government Cyber Integration will provide senior support and strategic guidance to OpenAI's government cyber testing and evaluation work, help drive OpenAI for Government's cyber strategy, advise on trusted-defender workflows and access programs, and ensure that product, research, security, policy, and deployment decisions are informed by real government cyber missions.

In this role, you will:
  • Lead government cyber integration for OpenAI for Government, creating one shared operating picture across trusted-defender access, government cyber evaluations, priority customers, model and product readiness, deployment constraints, policy decisions, and communications moments.
  • Provide strategic advice and support to OpenAI's government cyber testing and evaluation, including sensitive engagements with NSA, CISA, CYBERCOM/CNMF, CAISI/AISI, allied government cyber agencies, and trusted external evaluators.
  • Advise OpenAI for Government on cyber strategy, priority agencies and missions, government trusted access expansion for cyber models, classified and accredited deployment considerations, senior cyber stakeholder engagement, and how to sequence government cyber opportunities.
  • Translate government cyber requirements into clear product, research, security, and deployment asks, working closely with Product/Codex Cyber, Research/Safety, Security, Public Sector Security, and deployment teams.
  • Chair a regular government cyber cross-functional team that keeps owners aligned, resolves ambiguity, identifies gaps, and forces unresolved tradeoffs into writing before they become blockers.
  • Maintain a living inventory of government cyber programs, open questions, owners, dependencies, advisors, candidates, customer commitments, and decisions needed.
  • Partner with Product Policy, Legal, Global Affairs, and Safety on defensive-use boundaries, government cyber authorities, access governance, ZDR/Eyes-Off tradeoffs, customer attestations, internal governance escalations, and responsible-access framing.
  • Translate cyber evaluation findings into concrete recommendations for government deployment, access, safeguards, safety-stack expectations, security controls, monitoring, escalation, and external engagement.
  • Represent OpenAI credibly with senior government, allied, and cyber-defense stakeholders, translating between technical evidence, operational cyber needs, policy implications, and deployment decisions.
  • Help identify, recruit, and onboard government cyber talent, advisors, evaluators, and partners who strengthen OpenAI's ability to support trusted public-sector defenders.

  • Think clearly about the defensive/offensive cyber boundary and understand why real national-security cyber missions often require practical judgment rather than simplistic categories.
  • Have the executive presence to be OpenAI for Government's senior cyber voice externally while maintaining enough technical curiosity and humility to stay grounded in the work of product, research, security, and safety teams.
