Business Analyst-Expert
The Justice Center for the Protection of People with Special Needs is a New York State agency which was created in June, 2013 by the "Protection of People with Special Needs Act". The Justice Center provides oversight for facilities across the state responsible for the care of individuals with special needs. The Vulnerable Persons Central Registry (VPCR) is a case management system which was developed for the Justice Center using Siebel CRM technology to track intake of incidents and allegations of abuse and neglect as well as the investigations, prosecution, adjudication, and oversight and monitoring resulting from these incidents. The Justice Center is responsible for identifying business requirements for all VPCR enhancements.

Day to day:
Day to day includes:
• Documenting as-is business processes
• Eliciting requirements from stakeholders
• Facilitating stakeholder meetings to elicit feedback
• Documenting to-be business processes
• Documenting business requirements
• Participating in JADD sessions
• Gathering and analyzing data to justify business need
• Developing project business cases
• Performing other general business analysis tasks as needed

Mandatory Qualifications:

Analyzes an organization or business domain (real or hypothetical) and documents its business or processes or systems, assessing the business model or its integration with technology with distinct deliverables to a solution.

Expert: 84+ months: Candidate is able to provide guidance to large teams and/or has extensive industry experience and is considered at the top of his/her field.

Requested Qualifications:

- 84 months of experience leading elicitation sessions with executives, managers, developers and subject matter experts using variety of information gathering methods such as interviews, documentation analysis, surveys, site visits, business models.
- 72 months of experience creating process and value stream models to support the understanding of the "as-is" state and development of a "to-be" process.
- 48 months of experience creating user stories, test cases and test scripts to capture and track all requirements and enhancements.
- 60 months of experience with Software Development Life Cycle (SDLC) using Agile and Waterfall Methodologies.
- 30 months of experience working with business users to gather requirements for Siebel CRM Case Management application that supports a combination of human tasks and electronic workflow including case lifecycle, activities and tasks, storing related documentation, and managing stakeholder communication.
- 30 months of experience contributing to the establishment of PMO standards, processes, and internal controls including establishing SDLC.
- 24 months of experience working with business users to gather requirements for a Surrogate Decision-Making program management system.
- 24 months of experience in a hybrid business analysist/project management role.
- 60 months of experience working in State Government.
- Master's Degree in Liberal Arts, Humanities, Social Sciences, Education, or Business.
