DEC - Pesticide Reporting Law using Outsystems DMND0004464, DEC - Environmental Bond Act (EBA) Information System Phase 3 DMND0004405, DEC: Special Licenses System (SLS) Modernization DMND0004452, DEC - Laboratory Info Mgt System - RFP DMND0004541

NYS Department of Environmental Conversation have several IT projects. Each project will need some degree of technology support. ITS will need to manage the planning and implementation of these projects to be sure technology needs are coordinated with the Office of Information Technology Services (ITS) throughout the lifecycle of the project.

Day to Day Tasks
The consultant will be performing Project Management tasks including:
• Coordinate the communication between DEC and ITS on various projects.
• Work closely with DEC business leaders to understand agency priorities. Interfacing closely with subject matter experts.
• Work closely with ITS leaders to understand technology limitations. Interfacing closely with the staff in the Dedicated Team.
• Develop project plans specifying goals, strategy, dependencies, staffing, scheduling, identification of risks, contingency plans, and allocation of available resources.
• Develop and utilize standard procedures for project delivery, reporting and documentation.
• Identify and schedule project deliverables, milestones, and required tasks.
• Assign tasks and responsibilities, and drive accountability to project team members.
• Provide guidance and direction to the project teams.
• Direct and coordinate activities of project resources to ensure project progresses on schedule and within budget.
• Track project-related costs and expenditures.
• Facilitate projects by defining agendas and running meetings.
• Aggregate status updates from project team members, track schedules, and manage risks and issues as required.
• Prepare project status reports and keep the team and management informed of project status and related issues, escalating as necessary.
• Coordinate vendor activities by monitoring and tracking vendor deliverables and commitments where relevant.
• Manage scope and the change request process, coordinating decision process of scope and budgetary impact of changes from original specifications.
• Track and maintain project and technical documentation.

Mandatory Qualifications
Project Manager - Plans, organizes and integrates cross-functional information technology projects that are significant in scope and impact.

Expert - 84+ Months: Candidate is able to provide guidance to large teams and/or has extensive industry experience and is considered at the top of his/her field.

Requested Qualifications
- 84 months of project management experience leading complex projects composed of three or more deliverables, ensuring alignment with strategic goals and successful on-time delivery.
- 84 months of experience monitoring and tracking progress on three or more long-term projects, ensuring alignment with goals, timelines, and deliverables.
- 84 months of experience developing/reviewing project management deliverables (ie: project plans, schedules, communication plans, etc)
- 84 Months of experience identifying and proposing mitigations for project risks and issues.
- 84 months of experience facilitating meetings with the ability to communicate across all levels of an organization including to project team members.
- 84 Months of experiences leading meetings, documenting notes, status report and developing project documentations.
- Bachelor's Degree
- Project Management Professional Certification
