Summary

This position is part of the Hydrocarbons and Geothermal Energy Office, Department of Energy within the Acquisition Division. As a Grants Management Specialist, you will serve as a recognized financial assistance authority, leading high-impact negotiations and shaping strategic grant programs across the Department of Energy.

The Hydrocarbons and Geothermal Energy Office office works to unleash the full potential of America's hydrocarbon and geothermal resources to provide affordable, reliable, and secure energy.

At the full performance level, GS-14, Grants Management Specialist, you will:

  • Serve as a senior technical advisor to DOE program offices, coordinating project requirements, formulating financial assistance strategies, and ensuring solicitations clearly articulate government needs and comply with federal regulations.
  • Lead multi-disciplinary negotiation teams in establishing terms, conditions, schedules, and cost structures for high-value, complex assistance awards, ranging from $2 million to over $2 billion, while serving as a authorized agent of the Government.
  • Manage post-award actions for grants and cooperative agreements, including issuing amendments, negotiating modifications, monitoring recipient performance, overseeing subcontractor surveillance, and conducting formal award closeouts.
  • Conduct in-depth financial and administrative analyses to ensure costs are allowable, reasonable, and allocable, while investigating and resolving compliance issues, performance deficiencies, and audit findings.
  • Review, interpret, and draft high-level financial assistance policies and standard operating procedures, while evaluating program metrics and performance trends to improve overall contracting and grant operations.
  • Represent the agency as a technical authority on committees, conferences, and working groups, providing guidance to leadership, external recipients, congressional offices, and oversight entities such as the GAO.

  • Certification in Acquisition and Financial Assistance is required; you will be required to obtain the certification within 24 months from the date of placement in the position.


Qualifications

SPECIALIZED EXPERIENCE REQUIREMENTS FOR GS-13: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the GS-12 level. Specialized experience for this position is defined as meeting 2 of 4 of the following:

  1. Manage award, and administer grants, cooperative agreements, or financial assistance instruments throughout the full award lifecycle (from pre-award planning through post-award management and final closeout).
  2. Conduct administrative and financial analyses-such as cost/price evaluations, budget reviews, or audit resolutions-to verify that proposed and incurred recipient costs are allowable, allocable, and reasonable.
  3. Interpret and apply federal statutes, regulations, policies, or standard operating procedures (such as Uniform Guidance/2 CFR 200, OMB circulars, or organization-wide financial directives) to ensure award compliance and resolve financial assistance issues.
  4. Negotiate award terms, business conditions, budgets, cost-sharing arrangements, or project schedules, and managing post-award administrative actions such as issuing award modifications, monitoring performance progress, or addressing non-compliance.

  1. Serve as a senior advisor or technical authority to program leadership, advising on high-level financial assistance strategies, structuring solicitations, and aligning procurement requirements with organizational goals and budget constraints.
  2. Lead multi-disciplinary teams in negotiating, high-value financial assistance awards (such as grants, cooperative agreements, or similar funding instruments), including establishing award terms, business conditions, cost-sharing structures, and project milestones.
  3. Conduct in-depth administrative and financial evaluations-including cost/price analyses, indirect rate reviews, and audit resolutions-to assess recipient financial stability and determine cost allowability, allocability, and reasonableness.
  4. Manage post-award administration for financial assistance portfolios, evaluating recipient technical and financial progress, issuing modifications, and executing administrative or corrective remedies (such as disallowing costs, withholding support, or terminating awards) for non-compliance.

Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
