Government Property Administrator. This role can be based in San Jose, CA, or also be based remotely in the US. The Government Property Administrator is responsible for establishing, maintaining, and continuously improving Lanteris Space / Intuitive Machine Government Property Management System and ensuring accountability for Government property throughout its entire lifecycle. The Government Property Administrator is expected to operate as a compliance owner and subject matter expert, not solely as an inventory or administrative resource. This position serves as the primary internal subject matter expert for Government Property, supporting NASA, Department of Defense (DoD), and other U.S. Government contracts. The Government Property Administrator ensures that Government property is properly identified, recorded, controlled, safeguarded, utilized, inventoried, reported, and ultimately transferred or disposed of in accordance with applicable Federal Acquisition Regulation (FAR), Defense Federal Acquisition Regulation Supplement (DFARS), NASA requirements, contract-specific requirements, and Lanteris procedures. The position is responsible for maintaining an audit-ready property management system and supporting Government Property audits, Property Management System Analysis (PMSA), customer reviews, self-assessments, physical inventories, and corrective action activities.
KEY RESPONSIBILITIES
1) Government Property Management System: Serve as the primary Government Property subject matter expert for Intuitive Machines; administer and continuously improve the Government Property Management System; maintain Government Property policies, procedures, work instructions, forms, and records; ensure property processes are consistently implemented across applicable facilities; establish appropriate internal controls; monitor compliance with contract-specific requirements; identify process gaps and implement corrective and preventive actions.
2) Regulatory and Contract Compliance: Maintain working knowledge of FAR Part 45, FAR 52.245-1, DFARS requirements, NFS requirements, agency-specific requirements, and contract-specific clauses; review contracts and subcontracts; evaluate property ownership and title requirements (GFP, CAP, and others); tailor procedures by contract; support interpretation and escalation as needed.
3) Property Acquisition, Receipt, and Identification: Ensure property is properly identified and recorded; verify documentation and ownership; assign identification numbers/tags/labels; coordinate with Receiving, Supply Chain, Stockroom, Engineering, Manufacturing, and Finance; establish controls for received property; ensure CAP is properly associated with contract.
4) Property Records and Accountability: Maintain accurate and complete lifecycle records; include required data elements; reconcile records with source documentation; maintain traceability; investigate and resolve discrepancies.
5) Physical Inventory and Verification: Develop annual and risk-based inventory plan; conduct inventories and verifications; perform reconciliations; coordinate with stakeholders; investigate missing/misplaced/unidentified/ duplicate items; document results and corrective actions; monitor accuracy and metrics; perform targeted risk-based inventories and sampling.
6) Self-Assessments and Internal Testing: Develop and execute Government Property Self-Assessment and Testing Program; conduct periodic self-assessments; use risk-based and qualitative testing methodologies; evaluate compliance; document methodology and results; identify systemic issues; track corrective actions through closure; prepare management summaries.
7) Government Audits and PMSA Support: Serve as primary internal coordinator for audits/reviews; prepare for PMSA and other reviews; coordinate audit requests and documentation; maintain audit-ready repository; participate in meetings with Government representatives; respond to findings and corrective plans; monitor commitments and deadlines; identify potential concerns early.
8) Loss, Damage, Destruction, and Theft: Establish/administer reporting and investigation process; ensure prompt reporting and investigation; coordinate with responsible groups; document findings and notifications; maintain records; monitor recurring trends and recommend controls.
9) Nonconformances and Corrective Actions: Support nonconformance and corrective action process; identify failures; document and coordinate root-cause analysis; develop/track actions; verify effectiveness; escalate significant/recurring issues; support required reporting.
10) Reporting and Government Property Deliverables: Prepare/maintain required reports and submissions; coordinate NASA Form 1018 and CHATS reporting; establish internal schedules; prepare management reports (inventory accuracy, discrepancies, Loss Damage Destruction and Theft, excess property, transactions, self-assessments, corrective actions, audit readiness); maintain supporting documentation.
11) Property Movement, Transfer, and Custody: Control movements across facilities/departments/third parties; ensure authorized/documented transfers; maintain chain-of-custody and location accountability; establish controls for temporary movement/loans/transfers; reconcile after transfers/returns.
12) Excess Property and Disposition: Identify excess/eligible property; coordinate reviews with cross-functional teams; ensure no unauthorized disposition/removal; support screening/disposition activities; maintain final disposition documentation; update records.
13) Subcontractor and Supplier Government Property: Support subcontractor/supplier requirements; review flowdowns; monitor subcontractor accountability; coordinate transfers; support reviews/audits/reconciliations; ensure continued accountability.
14) Training and Employee Awareness: Develop and provide training; maintain training materials and acknowledgments; provide guidance for questions/discrepancies; promote accountability culture.
15) Process Improvement and Systems: Reduce manual processes and improve data integrity; support system enhancements; develop automated/semi-automated tools; establish dashboards/metrics; continuously improve Government Property Management Systems efficiency, accuracy, and auditability.
MINIMUM REQUIREMENTS
• Must be a US Citizen or permanent resident
• Education: Bachelor's degree in Business Administration, Supply Chain Management, Logistics, Finance, Accounting, Public Administration, Operations, or a related field; or four additional years of experience may be substituted for a degree
• Minimum of 5 years of experience in Government Property, asset management, logistics, supply chain, contracts administration, compliance, inventory management, or a related field
• Experience supporting U.S. Government contracts
• Experience with Government-owned property, contractor-acquired property, Government-furnished property, or other Government assets
• Experience conducting inventories, reconciliations, audits, assessments, or compliance reviews
• Experience developing or maintaining policies, procedures, work instructions, or internal controls
• Knowledge of different contract types related to FFP, FFP Progress Milestones and CPFF.
• Ability to travel to Intuitive Machine facilities, customer locations, subcontractors, or Government facilities
• Ability to support customer or Government audits and assessments outside normal business hours.
PREFERRED QUALIFICATIONS
• Experience with NASA and DoD/DFARS Government Property requirements
• Experience supporting PMSA, DCMA review, NASA property audit, or Government Property assessment
• Experience with CHATS and/or NASA Form 1018 reporting
• Experience developing self-assessment or internal audit programs
• Working knowledge of FAR Part 45 and FAR 52.245-1
• Understanding of different contract types from FFP and CPFF
• Understanding of Government Property lifecycle management and accountability requirements.
• Excellent documentation and recordkeeping skills.
• Strong attention to detail and data accuracy.
• Ability to identify control weaknesses and develop practical corrective actions
• Strong written and verbal communication skills
• Ability to work independently and exercise sound judgment when interpreting requirements or identifying compliance risks

The successful candidate's starting pay will fall within the salary range provided below and is determined based on job-related factors, including, but not limited to, the experience, qualifications, knowledge, skills, geographic work location, and market conditions. Candidates with the minimum necessary experience, qualifications, knowledge, and skillsets for the position should not expect to receive the upper end of the pay range.
• The base pay for this position within Colorado is: $76,000.00 - $126,000.00 annually.• The base pay for this position within New Jersey is: $76,000.00 - $126,000.00 annually.• The base pay for this position within Delaware is: $76,000.00 - $126,000.00 annually.• The base pay for this position within the Washington, DC metropolitan area is: $83,000.00 - $139,000.00 annually.• The base pay for this position within California is: $87,000.00 - $145,000.00 annually.
