POSITION OVERVIEW AND PRIMARY DUTIES AND RESPONSIBILITIES (ESSENTIAL FUNCTIONS):

Alutiiq Professional Consulting, LLC a subsidiary of Afognak Native Corporation has an opportunity for a GSCM Compliance Manager in Huntsville, AL. The Global Supply Chain Compliance Manager is responsible for managing procurement compliance, procurement systems governance, supplier management, and training initiatives across the enterprise. This role serves as the primary liaison between Supply Chain, Information Technology, Contracts, Finance, and Operations to ensure procurement processes, systems, and controls meet regulatory, contractual, and business requirements.

The Manager will own procurement compliance business rhythms, drive continuous improvement of procurement systems and workflows, lead system enhancement projects, support supplier management initiatives, and maintain training programs that strengthen procurement capabilities across the organization. The Manager will be expected to work independently and with minimal supervision as the accountable owner of the responsibilities below.

This leader will play a critical role in maintaining an approved purchasing system and ensuring the subcontracting organization is prepared for DCMA CPSR reviews and other relevant audits.

Procurement Compliance & Governance:

• Lead procurement compliance oversight activities and establish recurring business rhythms to monitor performance, controls, Federal reporting compliance, and policy adherence.
• Ensure procurement processes comply with applicable Federal Acquisition Regulation (FAR), Defense Federal Acquisition Regulation Supplement (DFARS), contractor purchasing system requirements, and company policies.
• Support internal audits and external audits, customer reviews, compliance assessments, and purchasing system evaluations.
• Maintain, and update procurement policies, procedures, work instructions, and standard operating processes in coordination with Global Supply Chain leadership
• Track and report procurement compliance metrics, corrective actions, and continuous improvement initiatives.
• Partner cross functionally to address compliance risks and implement corrective actions.
• Develop and maintain procurement training programs, reference materials, and user guides in collaboration with Global Supply Chain leadership
• Identify capability gaps and recommend training and development solutions.
• Promote best practices and standardization across procurement operations.

Procurement Systems Leadership:

• Serve as the business owner for procurement systems, tools, and related technologies.
• Support procurement system enhancements, upgrades, integrations, and optimization initiatives in partnership with IT.
• Gather business requirements and translate operational needs into system solutions.
• Support user acceptance testing (UAT), deployment activities, and post-implementation support.
• Establish system governance practices, data standards, and reporting requirements.
• Develop dashboards and key performance indicators (KPIs) to measure procurement compliance, system effectiveness, and operational performance.
• Analyze procurement data to identify trends, risks, and process improvement opportunities.
• Prepare executive-level reports and presentations for supply chain leadership.

Supplier Management Support:

• Lead supplier onboarding and supplier master data governance processes.
• Collaborate with sourcing and supplier management teams to improve supplier performance tracking and reporting capabilities.
• Ensure supplier compliance requirements and risks are effectively administered and documented.
• Support implementation and administration of supplier portals, performance scorecards, and supplier risk management tools.

Pay/Range: $100,000 to $110,000 Annually

REQUIRED QUALIFICATIONS AND EXPERIENCE:

• Bachelor's degree
• 7+ years of progressive experience in procurement, supply chain, government contracting, procurement systems, or compliance.
• 3+ years of experience managing systems, business process improvements, or compliance programs.
• Must be a U.S. Citizen.
• Experience working in ERP and procurement platforms such as Maximo and CostPoint.
• Experience collaborating with cross-functional stakeholders including IT, Operations, Contracts, Finance, and Quality.
• Strong project management, analytical, and problem-solving skills.
• Excellent written and verbal communication skills.
• Significant experience supporting Department of Defense programs and contracts.
• Extensive knowledge of: FAR, DFARS, CPSR requirements, Federal procurement regulations, Government contracting compliance requirements.

The pay range information provided is a general guideline. The pay rate offered will be determined based on the candidate's experience and qualifications, as well as geographic locations, market data, and other business considerations, as permitted by law.
