Job Description

Manager V: Performs advanced (seniorlevel) managerial work administering the daily operations and activities of an agency's business function, division, or department. Works under limited supervision, with considerable latitude for the use of initiative and independent judgment. Oversee the business functions of the Payroll Division, including the allocation of resources to achieve timely outcomes and measurable goals; and monitor and evaluate the effectiveness and efficiency of staffing levels. Oversee special projects and the implementation of special initiatives. Reviews and evaluates the impact of proposed federal and state laws on payroll activities. Manages multiple business functions and provides oversight to associated payroll staff.

Performs other duties as assigned. Other duties as assigned may include but are not limited to actively participating and/or supporting to meet the agency's obligations for disaster response and/or recovery or Continuity of Operations (COOP) activation. Such participation may require an alternate shift pattern assignment and/or location.

What Your Contributions to the GLO Will be:

FUNCTIONAL AND BUSINESS ACTIVITIES :

  • Manage daytoday activities of the payroll function.
  • Develops and approves schedules, priorities, and standards for achieving Payroll goals & objectives.
  • Prepares management and productivity reports.


PERSONNEL ACTIVITIES :
  • Supervise the work of Payroll staff.
  • Manages evaluation activities.
  • Manages staff development plans and activities.
  • Oversee the allocation of resources to achieve timely outcomes and measurable goals; monitors and evaluates the effectiveness and efficiency of staffing levels, including managing position vacancies and recommending personnel actions.

GUIDANCE AND OVERSIGHT :
  • Provides technical expertise and guidance regarding questions related to the payroll function.
  • Provides professional oversight and guidance to staff and agency employees on the payroll function, to ensure compliance with and adherence to regulatory standards and established procedures.
  • Provides oversight to associated staff.

POLICIES AND PROCEDURES :
  • Establishes goals and objectives for the payroll function.
  • Develops, evaluates, and monitors compliance with Payroll policies and procedures, including collaborating closely with HR to verify personnel action forms are submitted timely and accurately.
  • Reviews and evaluates the impact of existing and proposed federal and state laws on the payroll function.


IMPROVEMENTS AND INNOVATION :
  • Identifies areas of need change and make recommendations to improve the payroll function.
  • Develops and implement techniques for evaluating the payroll function.
  • Oversee special projects and the implementation of special initiatives related to the payroll function.


Minimum Qualifications:
  • Graduation from an accredited fouryear college or university with major coursework in accounting, finance, business administration, public administration, or a related field as determined by the hiring supervisor; or at least four (4) years of progressively responsible experience in financial and/or payroll functions may substitute for a degree.
  • Six (6) years of progressively responsible experience in payroll, accounting, finance, human resources, or related financial operations, including experience administering or overseeing payroll processes.


Preferred Qualifications:
  • In addition to the minimum qualifications, the following progressively responsible payroll or closely related financial/humanresources experience levels are preferred and may overlap with the minimum qualifications or each other:

    • Five (5) years of direct payroll administration.
    • Three (3) years of direct Texas stategovernment payroll experience, including compliance with Comptroller, statewide, and agency policies and procedures.
    • Three (3) years of direct CAPPS HR/Payroll experience.
    • Three (3) years of supervisory, managerial, or teamlead experience involving work planning, setting priorities, establishing goals, assigning work, coaching, and evaluating employee performance.
  • Advanced skill in the use of Microsoft Suite software (including document automation in Word, data analysis and transformation in Excel, and dynamic presentations in PowerPoint) and USAS.
  • Experience with payroll reconciliations, financialsystem interfaces, payroll accounting, and expenditure reporting.
  • Experience responding to Comptroller, State Auditor, internal audit, IRS, Texas Workforce Commission, or other regulatory inquiries.
  • As part of the preemployment assessment, a test will be administered and a writing sample is to be submitted upon applying for the job describing how the applicant meets minimum and preferred qualifications, plans to execute their role as the GLO's Payroll Manager, and the applicant's philosophy on managing employees.¿

    Professional certification such as CPP, FPC, CPA, SHRM, or a comparable credential.


Knowledge, Skills and Abilities:

  • Knowledge of Texas state payroll laws, Comptroller rules and guidance, federal payroll and tax requirements, wageandhour requirements, leave administration, garnishments, benefits, and payroll reporting.
  • Knowledge of payroll internal controls, segregation of duties, reconciliations, audit documentation, and financialsystem interfaces.
  • Skill in analyzing payroll data, researching discrepancies, identifying root causes, and implementing corrective action.
  • Skill in using CAPPS or comparable enterprise payroll systems, USAS, Excel, and other Microsoft Office applications.
  • Ability to manage competing deadlines across multiple payroll cycles and ensure timely, accurate processing.
  • Ability to establish goals, priorities, procedures, performance standards, and qualitycontrol reviews.
  • Ability to exercise independent judgment in resolving complex payroll, compliance, and employeepay issues.
  • Ability to lead system implementations, legislative changes, process improvements, and audit responses.
  • Ability to communicate effectively with HR, Finance, Legal, IT, executive management, employees, state oversight entities, and external agencies.
  • Ability to supervise, develop, evaluate, and retain professional payroll staff.


Physical Requirements:

  • Performs primarily sedentary work, with the ability to lift up to 10 pounds at a time and occasionally carry files, documents, and small office equipment.
  • Requires prolonged periods of sitting and remaining in a stationary position while performing assigned duties.
  • Requires repetitive motions involving frequent use of the wrists, hands, and fingers when operating computers and other office equipment.
  • Requires close visual acuity for reviewing financial data, reports, spreadsheets, and other documents; viewing computer screens; and performing extensive reading and detailed analytical work.
  • Requires the ability to effectively perform assigned duties in an openoffice or cubicle environment with typical workplace distractions and sensory conditions, including conversations, telephone calls, office equipment, movement of employees and visitors, varying noise levels, common workplace odors, and standard office lighting, including overhead and fluorescent lighting, while maintaining concentration, accuracy, productivity, and attention to detail.
