Nature of Work
This position develops, operates, and maintains enterprise GIS data, applications, and workflows. The GIS Specialist independently scopes and delivers assigned GIS solutions; performs spatial and database analysis; develops and maintains GIS applications and datasets; tests and documents technical work; supports users; and collaborates with internal staff, and partners. Work is performed using organizational standards and may include water, electric, infrastructure, field mobility, asset management, and other enterprise GIS applications.
Work Schedule - The typical work schedule 8 AM - 5 PM Monday through Friday. Remote work is available up to two days a week after the first 6 months.
Pay - The 2026 starting salary range is $85,632-$100,743 with advancement to $125,929.

DUTIES AND RESPONSIBILITIES

The work below is representative of the scope of work performed within this job classification. Individual job duties will vary based on work assignment.

*SupportGIS plans, systems, and solutions to meet Department needs

• Operate and maintain the enterprise GIS.
• Assist in the development and administration of the departmental GIS work plan.
• Independently scope, develop, test, document, and deliver assigned GIS applications, workflows, data products, and technical solutions.
• Collaborate with customers, departments, and outside agencies to integrate GIS solutions with related systems and business processes.
• Develop and maintain GIS applications that enhance efficiency and use of GIS.

*Develop, maintain, and administer Department GIS data and databases

• Plan, develop, and administer spatial and attribute data sets.
• Create and update public and associated private infrastructure GIS datasets?
• Prepare and edit map layers and produce print or electronic maps for Engineering staff and others.?
• Apply established policies and procedures for quality control and quality assurance.?
• Develop and implement databases and applications for department records.?
• Perform database administration, design SQL queries and perform data entry?
• Support utility infrastructure management using field inventory data.?
• Prepare and maintain documentation of data sources, database designs, data flows, and dataset metadata.
• Test data processes and database changes; document results and coordinate implementation according to established change-management practices.

*Provide public service to consultants, developers, citizens, and other agencies

• Work with other departments and governmental offices in developing and maintaining GIS databases for multiple users.
• Respond to inquiries and requests for information about Department infrastructure.
• Coordinate with other governmental GIS groups.
• Prepare technical information for Boards, Councils, City staff agencies, Commissions, neighborhood groups, and professional organizations.

*Provide training, guidance and technical support and provide guidance to department and division personnel on GIS, cartographic design, or other mapping requirements

• Provide training and technical support to internal GIS customers and other users of GIS data and applications.
• Share technical knowledge, project status, risks, and dependencies with GIS team members so assigned solutions can be supported during staff absences and transitions.

Support GIS administration and related technology.

• Assist in developing budgets and schedules involving GIS applications, computer hardware and software.
• Update, modify and expand GIS related sites including the ArcGIS Enterprise Portal.
• Assist with hardware maintenance, software installation and maintenance, and troubleshoot system problems.

Perform other related duties as assigned

* ESSENTIAL FUNCTIONS
MINIMUM QUALIFICATIONS

Education and Experience
Bachelor's degree in geographic information systems (GIS) or related field such as geography, planning, civil engineering, or computer science, with an emphasis in GIS coursework and training; AND three (3) years of full-time employment experience with geographic information systems mapping and database management using ESRI ArcGIS software or its equivalent

An equivalent combination of education and experience sufficient to successfully perform the essential duties of the job may also be considered.

• Windows operating systems and Microsoft Office programs

• ArcGIS Enterprise (Pro, Portal, Server) experience
• Editing Utility Network data and branch versioning experience
• Experience with mapping and/or survey grade GPS units
• Experience with Schneider Electric's ArcFM, Designer, Responder, and Fiber Manager Products
