Description
Reporting to the Deputy CIO, this position is responsible for managing the Information Services GIS team and the delivery of GIS services to Seminole County. This position collaborates with the Solutions Delivery team, the Development team, and the Enterprise Administration team to ensure GIS Services are delivered accurately and professionally countywide. This position has a deep understanding of GIS and provides strategic direction and vision to County departments and County partners.
**Salary will be determined depending on qualifications of candidates who exceed the minimum requirements as outlined within the job description.

Essential Functions
Provides GIS guidance and support to the enterprise and County partners; demonstrates ownership of GIS-related opportunities and challenges; and leads the transition of GIS applications to next-generation environments and/or cross-functional systems.
Review and analyze the effectiveness of existing systems and develop detailed functional specifications for improving or further leveraging these systems. Identifies client organization's strengths and weaknesses and suggested areas of improvement.
Leads, coordinates, and manages GIS implementations; participates in the design of new GIS analysis methodologies, applications, and strategies; and establishes and implements policies, procedures, objectives, and technologies.
Supervises and mentors staff, including assigning tasks, providing appropriate training, reviewing employees' work processes and products, counseling employees, reviewing timesheets, giving performance evaluations, and recommending disciplinary action; and participates in the interviewing and hiring process for new employees and promotional positions.
Coordinates GIS workflow, including receiving requests from user departments, prioritizing them and coordinating projects between departments and GIS staff to ensure completion of assignments.
Coordinates or interacts with decision makers, system owners, and end users to define business and systems goals. Recommends efficient business and operational systems and technological solutions in support of core organizational functions, business processes and policies.
Engages and builds relationships with partners, including external government agencies in developing and implementing policies for sharing and producing data. Represents the County in the development of interlocal agreements with partner agencies and manages the collaboration of the same via the GIS user group meetings.
Coordinates with Information Technology staff to ensure systems are configured optimally and are properly backed up.
Design and maintain enterprise-scale spatial and relational databases to meet organizational needs and ensure efficient distribution of databases to users in multiple offices either through remote access to a central server or distributed across multiple servers.
Administers central repository of mapping data to ensure organization and maintenance of data structure and the least disruption in application availability.
Builds practical geospatial solutions and workflows to support land development policies, utilities, engineering, and emergency response.
Demonstrates excellent communicate skills, both orally and in writing as well as analyzes and prepares technical reports and analysis documents.
Ensures compliance with the overall objectives of the County's strategic plan and ensures that target dates, goals, and objectives are achieved.
Prepares budgetary requests and monitors the allocated budget for the team.
Prepares status reports in a timely manner, makes presentations, and/or coordinates demonstrations of the County's programming applications as necessary.

Minimum Qualifications
Bachelor of Science Degree and five (5) years' experience in cartography or mapping, computer assisted design, geographic information systems, and/or computer database analysis required. Additionally, at least five (3-5) years' experience managing a technical team.
A comparable amount of education, training, or experience may be substituted for the minimum qualifications.

Additional Requirements
Possesses an understanding of GIS technologies and concepts, with intimate knowledge of Esri's Enterprise GIS 10.5 or above. Must have conceptual knowledge of SQL/SDE Administration, ArcGIS Portal, ArcGIS Online, ArcGIS Field Apps, database and application design, and software development. Must have a thorough working knowledge of ArcGIS Pro and ArcGIS Desktop.
Possess knowledge of current trends and practices in a variety of GIS disciplines including but not limited to Emergency Response, Utilities, & Engineering.
Capable of presenting new technologies and ideas to executive level clients in an oral or written format.
Aptitude for managing and prioritizing tasks from multiple sources and meeting deadline while delivering quality results. Must possess the ability to effectively interact with internal and external customers and at all levels of the organization.

Must be proficient at translating the business process into technical requirements, including database, integration and functionality to vendors, management, development staff and users.
Demonstrated knowledge of the development of requirements and RFP documents is necessary.
Must be proficient in Business English, spelling, punctuation, and arithmetic, along with modern office practices and procedures, including record keeping methods.
Demonstrated knowledge of software such as MS Office, IIS, SQL Server, GIS and SharePoint.
The candidate must pass a background investigation.
Must possess and maintain a valid Florida Drivers License.

All employees must attend Seminole County Required Trainings.

Competitive Wages: Our compensation system includes competitive hiring salaries.

Paid Time Off: New full-time employees accrue 20 days per year of Paid Time Off (16 days for 24-hour shift personnel). New part-time employees accrue 83 hours per year of Paid Time Off. Accrual rates increase with service time.
Paid Holidays: We observe 12 paid holidays which includes an employee birthday holiday and a floating Work/Life Day.

Bereavement Leave: Employees may receive up to one week paid leave per fiscal year for absence due to the death of an immediate family member.
Florida Retirement System: All employees in regularly established positions are automatically covered from the first day of employment. Seminole County makes contribution on behalf of the employee and the employee is also required to make a 3% contribution.
Employees Assistance Program: Our EAP provider can help employees and their families with issues such as personal/family matters, financial debt counseling, substance abuse, etc.

Health Insurance:Health Insurance is effective the first of the month after completing 30 calendar days of employment. Seminole County offers a Point of Service (POS) plan. Dependent coverage is also available, the cost is split between the employee and employer. This benefit is not extended to part-time employees.
Life Insurance: Life and Accidental Death & Dismemberment Insurance for employees, equal to one times annual salary. Not extended to part-time employees.
Long-Term Disability: Provides 60% of salary after 6 months of disability. Not extended to part-time employees.
Optional benefits (employee-paid) for full-time employees:
Deferred Compensation Plan (457): Employees may choose to have pre-tax payroll deductions made for deposit into this savings plan up to an IRS-established maximum.
Dental Insurance: A choice of 3 plans is available for employees and dependents at employee expense.
Additional Life Insurance: At employee expense, additional life insurance up to five times annual salary; dependent coverage also available.
Short-Term Disability Insurance: 60% of salary for the first six months of disability at employee expense.
Cancer and Specified Disease: Pays a benefit directly to the employee if being treated for this disease.
Flexible Spending Account: Apre-tax account for childcare and un-reimbursed medical expenses.
Pre-Tax Payroll Deductions: Under Section 125 of the IRS Code, certain payroll deductions for insurance coverage may be taken out prior to income being taxed.
