Transdev Rail, Inc. is seeking a General Manager Rail at its office in San Dimas, California. Working under the direction of the Chief Operating Officer, Transdev Rail, the ideal candidate will provide overall management of the Transdev Rail Construction and Maintenance Division in California. This includes general operational oversight, day-to-day project management, customer interface, safety and security, maintenance, required reporting and compliance, administrative management, and pricing including issues of employment and financial performance. The ideal candidate will also represent Transdev with client contacts concerning issues with local authorities, state and federal representatives, union labor relations, and right-of-way maintenance issues.

Responsibilities:
- Oversee day-to-day operations, pricing, maintenance and administrative activities.
- Collects, analyzes and interprets key performance indicators and takes appropriate actions.
- Develop annual budget and monitor compliance of monthly and annual financial targets.
- Leads the safety effort and adheres to safety policy and procedures.
- Create and maintain strong relationships between the community and Transdev Rail.
- Proactively establishes and maintains relationships between Transdev, the corporate office and the client, their various boards, committees and agencies.
- Ensures security of the property assets.
- Responsible for compliance of all company policies.
- Immediate responsibility for development of operational strategies, including the prompt resolution of any operational problems and/or passenger complaints.
- Represents Transdev Rail, and other company officials as directed, in a variety of meetings as necessary.
- Represents the company as directed by Senior Rail Leadership in matters related to labor agreement negotiations and interpretation.
- Assist the client in developing commuter rail activation plans, integrating testing plans, and testing including system integration, component testing, system safety and security program plan (SSSPP) compliance, car commissioning, pre-revenue exercises, safety drills, freight operations, commuter operations plans, staff training, vendor training, and workplace safety.
- Execute maintenance and materials procurement plans, freight and commuter rail construction and MOW procedures, and related tasks for managing facility and maintenance requirements, including right-of-way, signals, track work, communications, maintenance and rail station facilities, and staffing plans.
- Other duties as assigned.
Qualifications:
- A minimum of 10 years management experience in Class One rail maintenance or construction.
- Bachelor's Degree in engineering, construction management, bid estimation and any combination of education and experience.
- 10 years related experience in rail or transit, with 8 years in rail MOW, management positions or demonstrated management experience equivalent to scope.
- Comprehensive knowledge of public management and organization theories, principles, practices and techniques.
- Ability to understand sound fiscal financial principles.
- Thorough knowledge of the basic laws, ordinances and regulations underlying the rail operation.
- California Contractors License or ability to test and pass the California Contractors Licensing Test.
