Summary Description: Provides advanced technical and functional engineering support for enterprise-wide Oracle Human Capital Management (HCM) Cloud, Oracle Enterprise Resource Planning (ERP), and other integrated enterprise applications supporting Human Resources, Payroll, Benefits, Finance, Procurement, Budget, and administrative operations. Serves as the primary technical resource for Oracle HCM while contributing to the design, implementation, integration, maintenance, security, and optimization of Oracle ERP and related business systems. Applies systems engineering principles, including requirements analysis, solution design, systems integration, reliability, maintainability, testing, and performance optimization, to ensure the stability, scalability, security, and effectiveness of enterprise technology solutions. Leads the configuration, enhancement, and technical support of Oracle HCM modules, including Core HR, Payroll, Benefits, Absence Management, Talent Management, Recruiting, Learning, and related workforce applications. Designs, develops, and supports integrations between Oracle Cloud applications and district systems using Oracle Integration Cloud (OIC), HCM Data Loader (HDL), HCM Extracts, APIs, SFTP, identity management technologies, and other integration tools. Collaborates with Human Resources, Payroll, Finance, Information Technology, vendors, and business stakeholders to gather requirements, develop technical solutions, improve business processes, and ensure seamless data exchange across enterprise platforms. Administers and supports security architecture, role-based access controls, segregation of duties, identity and access management, audit controls, and regulatory compliance requirements to safeguard sensitive employee, financial, and organizational data. Develops reports, analytics, dashboards, and data validation processes using Oracle reporting and business intelligence tools to support operational effectiveness, strategic decision-making, and compliance reporting. Supports Oracle quarterly updates and system enhancements through impact assessments, testing, defect resolution, deployment planning, and change management activities. Identifies, analyzes, and resolves complex application, integration, security, and data issues across Oracle HCM, Oracle ERP, and related enterprise systems. Develops and documents standards, procedures, and best practices for system administration, integration, operational support, and continuous improvement. Provides technical leadership and strategic guidance for enterprise applications initiatives, contributes to technology roadmaps, and ensures alignment with district goals, cybersecurity requirements, data privacy regulations, and federal, state, and local policies. Demonstrates a thorough understanding of payroll processing, benefits administration, workforce management, and employee lifecycle processes, as well as working knowledge of Oracle ERP business processes, including Financials, Procurement, Budgeting, and related enterprise applications.Possesses advanced technical skills in developing and optimizing Fast Formulas, HCM Data Loader (HDL), Spreadsheet Data Loader (HSDL), HCM Extracts, Oracle Integration Cloud (OIC) integrations, APIs, and other data exchange technologies to support enterprise-wide business operations. Proficient in designing reports, dashboards, and analytics solutions using OTBI, BI Publisher, SQL, and PL/SQL to improve decision-making, data accuracy, operational efficiency, and regulatory compliance. Demonstrates strong technical documentation skills, including the development of solution designs, technical specifications, interface control documents, process flows, and integration plans. Capable of leading complex Oracle HCM implementation, enhancement, integration, and support initiatives while collaborating with Human Resources, Payroll, Finance, Information Technology, vendors, and other stakeholders. Skilled in analyzing business requirements, translating them into scalable technical solutions, troubleshooting complex application and integration issues, and implementing automation to streamline processes and improve service delivery. Maintains a strong focus on security, privacy, governance, and compliance, including role-based access controls, identity management, audit requirements, and applicable federal, state, and district regulations. Effectively manages competing priorities, supports Oracle quarterly releases and testing activities, and communicates technical concepts clearly to both technical and non-technical audiences.Knowledge of and the ability to meet the seven core competencies of the Supporting Services Professional Growth System (SSPGS). Education Training Experience: Bachelor's degree in Computer Science, Information Technology, Engineering, Information Systems, or a related field. Minimum of five (5) years of progressively responsible experience in information technology, including at least three (3) years supporting, implementing, or engineering enterprise Oracle Cloud applications.Demonstrated experience leading the implementation, configuration, integration, security administration, and technical support of Oracle HCM Cloud, with significant experience supporting Core HR, Payroll, Benefits, Absence Management, Talent Management, Recruiting, Learning, Compensation, and related workforce management solutions. Experience supporting Oracle ERP Cloud modules and related enterprise applications is preferred. Proven experience designing and supporting enterprise integrations between Oracle Cloud applications and legacy or third-party systems using Oracle Integration Cloud (OIC), REST APIs, SOAP web services, HCM Extracts, HCM Data Loader (HDL), Spreadsheet Data Loader (HSDL), SFTP, and related technologies. Extensive practical experience utilizing Oracle Fast Formula to support payroll calculations, benefits eligibility processing, accrual plans, and business process automation. Demonstrated experience developing reports, dashboards, analytics, and data validation solutions using Oracle Transactional Business Intelligence (OTBI), BI Publisher, SQL, Oracle SQL, and PL/SQL. Experience troubleshooting complex application, integration, reporting, and data issues within Oracle Cloud environments.Experience managing Oracle Cloud quarterly updates, system enhancements, testing activities, production deployments, and change management processes, including readiness assessments, regression testing, version control, and defect resolution. Proven ability to gather and analyze complex business, functional, and technical requirements from Human Resources, Payroll, Finance, and other stakeholders and translate those requirements into technical specifications, integration designs, workflow diagrams, process documentation, and scalable enterprise solutions.Experience supporting identity and access management, role-based access controls, Single Sign-On (SSO), audit requirements, and data privacy and security controls for enterprise business applications is highly desirable.Other combinations of applicable education, training, and experience, which provide the knowledge, skills, and abilities necessary to perform effectively in the position, may be considered.Certificate License:Oracle Cloud Fusion Certification(s) preferred
