DESCRIPTION

Under the general supervision of the Assistant Director for Sponsored Projects, this position is responsible for providing comprehensive financial analysis for a portfolio Cancer Center funded faculty. This position will directly interface with faculty and other administrators across campus to support the research mission of the Cancer Center. This position will involve learning multiple UCSD systems and best practices, especially with the pre and post award focus of the department's research operation.

The focus for this position will be to ensure that the pre and post-award work within the department is completely supported, and this will involve in depth knowledge of the contract and grant award process, working with central offices to maintain all aspects of the research funding, partnering with faculty to assign appropriate costs to the research funding, as well as ensuring that all reporting is completed accurately and on time. This position also endeavors to work on regular financial reporting for faculty as well as ensuring allowable costs are only assigned to research funds.

Uses skills as a seasoned, experienced research administrator to independently develop and / or oversee research proposals, awards, and / or transactions related to contract and grant management and maintains contract and grant records in compliance with institutional research sponsor policies. Works on proposals and awards of diverse scope where analysis of data requires thorough understanding of complex regulations. Completes and approves transactions for signature by manager or other authorized institutional official. Works on complex proposals and awards that may involve multiple investigators and / or multiple sub awards. Guides less experienced staff.

MINIMUM QUALIFICATIONS

• Seven years of related experience, education/training, OR a Bachelor's degree in related area plus three years of related experience/training.
• Thorough understanding of research administration guidelines of Federal and non-Federal sponsors supporting research and educational activities, preferably in a university environment. Experience in contract and grant proposal formats, preparation, submission and administration, as well as federal, state and private granting agency regulations.
• Knowledge of applicable federal, state, local, sponsor and institutional regulations, policies, and guidelines. Ability to understand and interpret complex general policy guidelines, making independent decisions and initiating action.
• Ability to manage significant volume of transactions. Ability to thrive in a busy, high-volume, and deadline driven work environment that requires coordination of multiple activities and the judgment and flexibility to reprioritize to accommodate various requests.
• Demonstrated competence in the use of spreadsheet and database software in financial analysis, fiscal management and financial reports.
• Thorough knowledge of applicable compliance requirements related to use of human or animal subjects in research, financial conflict of interest, biosafety, etc.
• Ability to perform moderately complex financial analysis and customized reporting. Demonstrated experience and/or ability to quickly comprehend Generally Accepted Accounting Principles (GAAP), and financial planning and analysis.
• Working knowledge of accounting principles, business math and bookkeeping for budget planning and cost analysis. Experience with reconciling discrepancies and audit procedures.
• Ability to perform complex financial analysis and customized reporting. Demonstrated experience with the applications of principles and practices of financial management, fiscal planning and analysis.
• In depth knowledge of federal, state, and private agency contract and grant regulations and requirements from proposal preparation through close out; including but not limited to cost accounting standards.
• Ability to maintain independent judgment; strong organization and communication skills; and a customer service focus across broad and diverse subject areas.
• Maintains current knowledge of compliance regulations in all areas of research administration.
• Demonstrated knowledge of generally accepted accounting, fiscal and reporting principles.
• Proven ability to analyze complex financial issues, recognize potential impact, identify creative and alternative solutions; make and implement recommendations. Demonstrated problem-solving skills and with ability to exercise discretion.
• Demonstrated experience in principles and practices of fund accounting, cost analysis and audit procedures including UCSD Internal audit requirements.
• Ability to analyze and prepare budgets, to identify spending patterns and project future expenditures. Skill in projecting salary, benefit and indirect costs, with knowledge of payroll and personnel regulations impacting such costs.

PREFERRED QUALIFICATIONS

• Knowledge of University policies and procedures regarding purchasing, returned goods, travel, disbursement, inventory, and ability to work collaboratively with contacts involved in these processes.
• Demonstrated knowledge of University policies and procedures relating to contract and grants; and accounting. Ability to independently interpret, analyze, and implement appropriate policies in a given situation.
