Position Summary:
This position provides senior-level planning and program management expertise in support of United States Indo-Pacific Command (US INDOPACOM), particularly in J6 (C4I) and multinational interoperability environments. The role supports complex integration of law enforcement, intelligence, and homeland security functions into joint military planning and communication architectures. The position holder will lead efforts to bridge interagency collaboration, enhance multinational C4I coordination, and provide strategic and operational planning support for command-level initiatives.
Key Responsibilities:
- Lead interagency coordination between federal law enforcement, intelligence, homeland security, and DoD stakeholders.
- Integrate investigative and intelligence data systems into joint and multinational communication architectures.
- Plan and manage complex joint C4I programs and exercises that enhance operational readiness and interoperability.
- Provide program oversight on law enforcement technologies including surveillance, secure comms, and investigative systems.
- Coordinate risk assessments, threat mitigation, and emergency response strategies across partner agencies.
- Support policy development for information sharing, technology implementation, and continuity of operations (COOP).
- Advise on C4I architecture planning and systems integration between civilian and military partners.
- Lead After Action Reviews (AARs) and performance improvement initiatives for multinational exercises.
Qualifications and Experience:
- 25+ years of experience in federal law enforcement, homeland security, and interagency investigations.
- 10+ years of experience in program management, communications systems, and operational leadership.
- Proven background in intelligence analysis, financial investigations, and cyber threat mitigation.
- Experience managing secure communications platforms, surveillance technologies, and field systems integration.
- Demonstrated ability to build partnerships with federal, state, local, and international agencies.
- Experience coordinating with Five Eyes partners on intelligence and cybersecurity collaboration.
- Bachelor's degree required (Accounting or related field); Master's degree preferred.
- Certified Fraud Examiner (CFE) and Project Management Professional (PMP) certifications.
