The Department of Revenue has an exciting opportunity for a Fraud Investigator Supervisor within the Taxpayer Account Administration (TAA) division in Tumwater, WA. Make a difference, join our team!

The TAA Investigator Team goal is to prevent and detect financial losses due to fraud or malfeasance in the tax programs assigned to TAA and in the Unclaimed Property (UCP) program. The team uses crossmatch technology and processes, as well as skip-tracing, tips and leads from the public, referrals from local, state, and federal agencies, to conduct the most complex and difficult investigations of sensitive and controversial cases. The team is also responsible for identifying and researching patterns of practice, ongoing patterns of criminal activity, and other types of fraud.

Taxpayer Account Administration (TAA) is a division within Revenue that administers many programs including forest excise tax, fish tax, cigarette and other tobacco products taxes, local sales tax, tax incentives, and reseller permits. Additionally, the division is responsible for the distribution of state and local taxes, ensuring compliance with the Revised Uniform Unclaimed Property Act, and returning unclaimed property (UCP) to the rightful owners. Duties

The Fraud Investigator Supervisor is responsible for developing a highly trained workforce of subject matter experts who provide services consistent with the required statutory obligations and best practices within the field of fraud prevention. Under the direction of the Unclaimed Property Administrator, this person will direct, implement and oversee the division's fraud mitigation strategy, the work of investigators, and the analysis of trends. They will provide consultation regarding effective fraud identification and prevention strategies for managers within the division, the agency, and nationally.

Additionally, this position is the chief investigative specialist for the division and has principal responsibility for working through the Attorney General's Office to enforce both civil and criminal prosecution of fraud on the part of claimants, taxpayers, and others external to DOR.

Other duties will also include:
  • Provide guidance and consultation to investigators regarding complex investigations.
  • Conduct assessments of potential fraud risks within the organization and create strategies to mitigate identified risks.
  • Propose, develop, revise, and implement written policies and procedures consistent with federal and state requirements; coordinate materials development; prepare standards manuals and guides for distribution.
  • Review processes to determine if they provide reasonable assurance around fraud detection and recommend best practices to improve detection capabilities.
  • Develop controls and administrative systems pertaining to investigative activities.
  • Review and regularly update risk indicators. Coordinate the assessment of risk's likelihood and impact. Advise division leadership on program risks and coordinate with the agency Enterprise Risk Officer and Fraud and Risk Manager on documenting the identification, evaluation, assessment, and reporting of risk mitigation efforts and trends.
  • Maintain and report on TAA risk registers and fraud risk registers.
  • Evaluate fraud detection process for compliance and effectiveness.
  • Investigate complex cases of identity theft, tax fraud, tips from the public or other states, and death records.
  • Prepare detailed reports outlining investigation findings, including recommendations for preventing future fraudulent activities.
  • Ensure all investigative activities are conducted in compliance with applicable laws and regulations.
  • Review fraud reports to determine if fraud may be present through the use of data and trends.
  • Recommend system changes that would benefit the department in detecting fraud.
  • Regularly review the UCP KFI scores to determine if changes are needed to the scores currently assigned to each component.

  • Ability to gather, preserve, and present relevant and pertinent evidence.
Fraud Prevention & Risk Mitigation Experience:
  • Experience developing and deploying fraud identification and prevention solutions.
  • Knowledge of key internal and detective controls to mitigate risk.
  • Knowledge of State Administrative & Accounting Manual (SAAM).
  • Knowledge of COSO's Fraud Risk Management Guide.
  • Understanding the regulations guiding financial transactions, fraud investigations, and data privacy laws.
Integrity and Ethical Conduct:
  • Maintaining high ethical standards and ensuring accountability among team members.
  • Ability to earn the trust, respect, and confidence of co-workers and customers through consistent honesty, forthrightness, and professionalism in all interactions.

  • Ability to interpret and apply Washington State statutes and federal and state regulations

  • Ability to effectively organize multiple assignments, sometimes of a complex nature or involving competing priorities, to produce work products that are accurate, thorough, and timely.

Preferred/Desired Qualifications of this position include:
  • Knowledge of the mission critical computer systems ATLAS and KAPS used to maintain and administer programs within the Department of Revenue.
  • Certified Fraud Examiner or other fraud certificate.
  • Experience conducting case analysis, pre-sentence investigations or criminal investigations.
  • Experience as an Investigator 3.
  • Supervisory experience.

Insurance Benefits

Retirement and Deferred Compensation
State Employees are members of the Washington Public Employees' Retirement System (PERS). New employees have the option of two employer contributed retirement programs. For additional information, check out the Department of Retirement Systems' web site.

Employees also have the ability to participate in the Deferred Compensation Program (DCP). This is a supplemental retirement savings program (similar to an IRA) that allows you control over the amount of pre-tax salary dollars you defer as well as the flexibility to choose between multiple investment options.

Social Security
All state employees are covered by the federal Social Security and Medicare systems. The state and the employee pay an equal amount into the system.

Public Service Loan Forgiveness
If you are employed by a government or not-for-profit organization, and meet the qualifying criteria, you may be eligible to receive student loan forgiveness under the Public Service Loan Forgiveness Program.

Holidays
Full-time and part-time employees are entitled to paid holidays and one paid personal holiday per calendar year.

Note: Employees who are members of certain Unions may be entitled to additional personal leave day(s), please refer to position specific Collective Bargaining Agreements for more information.

Full-time employees who work full monthly schedules qualify for holiday compensation if they are employed before the holiday and are in pay status for at least 80 nonovertime hours during the month of the holiday; or for the entire work shift preceding the holiday.

Part-time employees who are in pay status during the month of the holiday qualify for the holiday on a pro-rata basis. Compensation for holidays (including personal holiday) will be proportionate to the number of hours in pay status in the month to that required for full-time employment, excluding all holiday hours. Pay status includes hours worked and time on paid leave.

Sick Leave
Full-time employees earn eight hours of sick leave per month. Overtime eligible employees who are in pay status for less than 80 hours per month, earn a monthly proportionate to the number of hours in pay status, in the month to that required for full-time employment. Overtime exempt employees who are in pay status for less than 80 hours per month do not earn a monthly accrual of sick leave.

Sick leave accruals for part-time employees will be proportionate to the number of hours in pay status, in the month to that required for full-time employment. Pay status includes hours worked, time on paid leave and paid holiday.

Vacation (Annual Leave)
Full-time employees accrue vacation leave at the rates specified in (1) or the applicable collective bargaining agreement (CBA). Full-time employees who are in pay status for less than 80 nonovertime hours in a month do not earn a monthly accrual of vacation leave.

Part-time employees accrue vacation leave hours in accordance with (1) or the applicable collective bargaining agreement (CBA) on a pro rata basis. Vacation leave accrual will be proportionate to the number of hours in pay status, in the month to that required for full-time employment.

Pay status includes hours worked, time on paid leave and paid holiday.

As provided in , an employer may authorize a lump-sum accrual of vacation leave or accelerate the vacation leave accrual rate to support the recruitment and/or retention of a candidate or employee for a Washington Management Service position. Vacation leave accrual rates may only be accelerated using the rates established WAC 357-31-165.

Note: Most agencies follow the civil service rules covering leave and holidays for exempt employees even though there is no requirement for them to do so. However, agencies are required to adhere to the applicable RCWs pertaining holidays and leave.

Military Leave
Washington State supports members of the armed forces with 21 days paid military leave per year.

Bereavement Leave
Most employees whose family member or household member dies, or for loss of pregnancy, are entitled to five (5) days of paid bereavement leave. In addition, the employer may approve other available leave types for the purpose of bereavement leave.
