Summary

This announcement is issued under the Direct Hire Authority (DHA) to recruit for positions for which there is a critical hiring need. Selectee(s) will receive a career or career-conditional appointment in the competitive service and may be required to serve a one year probationary period.

The official title of this position isPhysical Scientist GS-1301-13/14.

Duties

Help

As a recognized authority in futures planning and strategic foresight, the Foresight Analyst will serve as a consultant, technical authority, and subject matter expert on physical sciences, and an advisor to top level officials.

At full performance level, typical work assignments GS-14 include, but are not limited to:

  • Develops solutions to complex problems relating to anticipatory risk management for U.S. critical infrastructure and related systems.
  • Identifies, develops, and applies indicators of change in the national risk landscape and strategic operating environment to establish and execute timely and operationally relevant risk advisory projects.
  • Conducts research, risk analysis, and risk assessments across multiple critical infrastructure systems and manages complex projects in support of CISA priorities.
  • Leads, participates in and/or coordinates strategic risk management activities to deliver strategic foresight capabilities and products that drive the reduction of national-level risks to U.S. critical infrastructure and related systems.
  • Leads and/or conducts cross-cutting studies through the application of established strategic foresight methodologies to frame evolving and emergent issues related the U.S. critical infrastructure and related systems.
  • Provides expertise in developing foresight decision-support tools and games, including scenario development, information collection planning, future risk analysis and risk mitigation planning.
  • Develops risk analyses to anticipate possible future states of U.S. critical infrastructure and to support the prioritization of national-level risk management activities.

BASIC REQUIREMENTS:

A. Degree: Bachelor's degree (or higher degree) in physical science, engineering, or mathematics which included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics. (Note: You must attach a copy of your transcripts.

OR

B. Combination of education and experience: Combination of education and experience with education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.

IN ADDITION TO MEETING THE BASIC REQUIREMENTS ABOVE, YOU MUST ALSO MEET THE FOLLOWING MINIMUM QUALIFICATIONS:

You qualify at the GS-13 grade level, if you have:

EXPERIENCE: At least one (1) year of specialized experience at the GS-12 grade level (or equivalent) performing all the following duties:

  1. Applying futures and strategic foresight methods to future and emerging technologies;
  2. Reviewing, analyzing, and assessing data obtained from various sources to evaluate systemic conditions that may impact the strategic operating environment for U.S. critical infrastructure and related systems;
  3. Contributing to the development of risk mitigation strategies for national-level risks to U.S. critical infrastructure and related systems;
  4. Analyzing and prioritizing future risks and planning options related to U.S. critical infrastructure as part of broader efforts to inform national-level decision-makers; and
  5. Supporting teams to create and/or update knowledge transfer products to enable decision advantage and support U.S. critical infrastructure stakeholders in understanding actions to anticipate and prioritize the management national-level risks to U.S. critical infrastructure and related systems.


You qualify at the GS-14 grade level, if you have:

EXPERIENCE: At least one (1) year of specialized experience at the GS-13 grade level (or equivalent) performing all the following duties:

  1. Applying futures and strategic foresight methods to future and emerging technologies;
  2. Reviewing, analyzing, and assessing data obtained from various sources to evaluate systemic conditions that may impact the strategic operating environment for U.S. critical infrastructure and related systems;
  3. Developing risk mitigation strategies for national-level risks to U.S. critical infrastructure and related systems;
  4. Developing products to convey plausible future risks and planning options related to U.S. critical infrastructure to national-level decision-makers; and
  5. Leading teams to create and/or update knowledge transfer products to create decision advantage and support U.S. critical infrastructure stakeholders in understanding actions to anticipate and prioritize the management of national-level risks to U.S critical infrastructure and related systems.


Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

For positions with an education requirement, or if you are qualifying for a position by substituting education or training for experience, you MUST submit a copy of your transcripts or equivalent. Education must be from an accredited institution recognized by the U.S. Department of Education in order for it to be credited towards qualifications. Graduate Education: One academic year of graduate education is the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.

Foreign Education: Education completed in foreign colleges or universities may be used to meet the qualification requirements. You must show the education credentials have been evaluated by a private U.S. organization that specializes in interpretation of foreign educational credentials and such education has been deemed equivalent to that gained in an accredited U.S. education program.
