Foreign Military Sales (FMS) Engineer Patuxent River, MD (Onsite Preferred) May be able to perform outside the local area if access to a government site and SIPRNet is available. Active Secret Clearance Required; TS/SCI and SAP Eligibility Highly Desired Position Overview Ataero is seeking an experienced Foreign Military Sales (FMS) Engineer to support Naval Air Systems Command (NAVAIR) Program Manager Airborne Electronic Attack Systems (PMA-272). The selected candidate will provide engineering, technical, and acquisition support for Foreign Military Sales programs involving airborne electronic attack, electronic warfare, mission systems, aircraft survivability equipment, and related aviation capabilities delivered to allied and partner nations. The FMS Engineer will serve as a key liaison between PMA-272, international customers, NAVAIR program offices, technical organizations, and industry partners to ensure successful planning, execution, integration, testing, fielding, and sustainment of FMS aviation programs. The ideal candidate possesses a strong understanding of DoD acquisition processes, Security Cooperation programs, FMS case execution, systems engineering, and military aviation platforms. Military aviation, NAVAIR, and international program experience are highly desirable. Responsibilities 37 Provide engineering and technical support for Foreign Military Sales (FMS) programs supporting international partners and allied nations. 37 Support development, execution, and management of FMS cases involving airborne electronic attack, electronic warfare, mission systems, avionics, and aircraft survivability equipment. 37 Coordinate technical requirements between PMA-272, implementing agencies, international customers, and industry partners. 37 Review engineering documentation, technical specifications, Statements of Work (SOWs), and acquisition packages to ensure alignment with customer requirements. 37 Support configuration management and ensure compliance with approved exportable configurations. 37 Assist with technical evaluations, engineering change proposals, risk assessments, and integration planning. 37 Participate in Integrated Product Teams (IPTs), Technical Interchange Meetings (TIMs), and customer engagement activities. 37 Support developmental and operational test planning and execution associated with FMS programs. 37 Coordinate logistics, sustainment, training, and fielding activities supporting international customers. 37 Assist with Letters of Request (LOR), Letters of Offer and Acceptance (LOA), Technical Assistance Agreements (TAA), and related Security Cooperation documentation. 37 Prepare technical reports, engineering analyses, acquisition documentation, and executive-level briefings. 37 Support classified and export-controlled programs in accordance with DoD, Navy, and international security requirements. Qualifications 37 Bachelors degree in engineering, Aerospace Engineering, Electrical Engineering, Systems Engineering, Physics, Mathematics, or related technical discipline. 37 Minimum ten (10) years of experience supporting DoD aviation programs, systems engineering, acquisition programs, or Foreign Military Sales efforts. 37 Experience supporting NAVAIR, Naval Aviation, Department of Defense acquisition programs, or Security Cooperation initiatives. 37 Knowledge of Foreign Military Sales (FMS), Security Cooperation, and Defense Security Cooperation Agency (DSCA) processes. 37 Experience supporting aircraft systems, mission systems, avionics, electronic warfare systems, or airborne electronic attack capabilities. 37 Active Secret security clearance required. 37 Ability to obtain and maintain higher levels of security access as required. Desired Qualifications 37 Active TS/SCI clearance. 37 SAP eligibility. 37 Masters degree in engineering, Program Management, International Affairs, or related discipline. 37 Experience supporting PMA organizations, NAVAIR, Naval Aviation Enterprise, or Joint aviation programs. 37 Experience working with allied and coalition partners on aviation acquisition or sustainment programs. 37 Prior military service in Naval Aviation, Marine Aviation, Air Force Aviation, Army Aviation, or related operational communities. 37 Familiarity with ITAR, export control regulations, technology transfer requirements, and disclosure processes. 37 DAWIA certification in Engineering, Program Management, International Acquisition, or related field. 37 Experience supporting airborne electronic attack, electronic warfare, electromagnetic spectrum operations (EMSO), mission systems integration, or aircraft survivability equipment programs. Knowledge, Skills, and Abilities 37 Strong understanding of Foreign Military Sales and Security Cooperation processes. 37 Knowledge of DoD acquisition lifecycle management and systems engineering principles. 37 Ability to coordinate effectively with international customers, government stakeholders, and industry partners. 37 Strong analytical, organizational, and problem-solving skills. 37 Excellent written and verbal communication skills. 37 Ability to prepare and present technical information to senior military and civilian leadership. 37 Ability to work independently and collaboratively in a dynamic, fast-paced acquisition environment.
