Qualifications/Requirements:
The position serves as the FMS Country Deputy Program Manager at the F-35 Joint Program Office (JPO) in Arlington, VA. The position is responsible for the execution of the requirements stated in the existing development, production and sustainment Letter of Offer and Acceptance (LOA) for all efforts, technical and programmatic, including program management, systems engineering, personnel management, scheduling, risk management, contracting, acquisition, budgeting/funding, configuration management, integration, testing, logistics support and training. In addition to the general requirements for an NH-03 PM position, this position requires that candidates:
Possess knowledge of the Security Assistance/Security Cooperation (SA/SC) programs to include the understanding of the FMS sales process from case development, implementation, execution, to closure, in accordance with the Security Assistance Management Manual (SAMM), DoD 5105.38-M.
Possess demonstrated ability to prepare and present convincing oral and written presentations to any or all levels of government and industry management, foreign and domestic, to effectively prove and justify/or significant deviations from established policy, defend necessary modifications to previously approved plans, etc.
General Duties:
Develops, implements, and controls contractual, financial, and technical aspects of a project/program through designated phases of the acquisition cycle for which no closely related precedents exist.
Plans the management and acquisition strategy for assigned projects/programs within cost, schedule, and performance baselines as directed by the Program Director.
Plans, organizes, directs, and coordinates activities of functional specialists including contracting, engineering, manufacturing, program control, configuration/data management, test, and logistics.
Continually studies, reviews, and evaluates program progress.
Formalizes system requirements into appropriate specifications.
Establishes management controls such as milestones, expenditure rates, management indicators, and management reviews to reflect program status and provide early detection of emerging problems.
Reviews and directs the progress of contractors in meeting program objectives. Takes appropriate actions to approve terms and conditions set forth in negotiations, contracting plans and budgets, subcontractor participation, and addition or discontinuance of work by the contractor.
Prepares, presents, defends, and interprets staff studies to the Program Director and /or other management officials.
Conducts meetings and working groups to address problems, technical developments, program changes, etc., and to collectively prepare an approach to program changes.
Briefs higher levels of management on program progress, problems, and other factors of interest or inquiry.
Minimum Requirements for NH-03 PM Positions:
BS or BA degree in Business Management, or "Relevant Technical Discipline"
APDP PM Practitioner Certification (APDP PM Level II equivalent).
2 years APDP coded experience as an 1101 or equivalent PM job series.
1 year in a Program office or equivalent organization within the DoD environment, preferrable a major weapons system.
Demonstrated capability to successfully operate as part of an IPT in a major weapons development program.
Knowledge of the mission, roles, functions, organizational structures, and operation of the DoD, Air Force, and organizations that govern, interface with, and/or influence the systems acquisition process.
Skill in staff level planning, organizing, and overseeing critical aspects of development, production, and support of systems, subsystems, or equipment.
Ability to integrate, analyze, and manage a variety of acquisition information, requirements, and products.
TRAVEL REQUIREMENTS: CONUS travel (4-5 times per year). OCONUS travel (minimum 1-2 times per year).
