Full Job Description
You will serve as the Fleet Forces Comptroller, U.S. Fleet Forces Command and be located at U.S. Fleet Forces Command headquarters, Norfolk, VA. Duties Help • You will oversee development and establishment of resource planning guidelines to ensure complete preparation and accomplishment of current and long-range objectives. • You will provide oversight for United States Fleet Forces (USFF) portion of the Program Objectives Memorandum and Future Year Defense Plan. • You will be responsible for maintaining current and historical databases, assisting Assistant Secretary of the Navy (Financial Management and Comptroller) in finalizing the budget, and preparation of reclamas to programmatic budget marks. • You will be responsible for directing the development of policies and programs necessary to provide USFF with budgetary services. • You will be responsible for fiduciary integrity of current and prior years direct appropriations. • You will execute appropriations, prepare/issue allocation documents, control funds, analyze Congressional language, prepare obligation and expenditure phasing plan, and monitor obligations and expenditures to ensure fiduciary integrity. • You will be responsible for controlling funds availability within USFF to ensure complete records of fiscal transactions are maintained to satisfy legal accounting requirements. • You will direct the planning, development, implementation, coordination, and administration of fiscal analyses and accounting procedures. • You will oversee all Financial Improvement and Audit Readiness Initiatives, manage internal controls program and oversee key financial reporting and audit response processes developed to facilitate and sustain a full financial statement 3 audit. Requirements Help Conditions of employment • Must be a US Citizen. • Must participate in the direct deposit pay program. • You will be required to complete ethics orientation within three months of appointment and submit a Public Financial Disclosure Report, OGE-278e within 30 days of appointment. • You will be required to sign the Reassignment Rights and Obligations Agreement as a condition of appointment into the SES in accordance with DoD Directive 1403.03. • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326. • May be required to successfully complete a 1-year SES probationary period. • Complete a Declaration for Federal Employment to determine your suitability for Federal employment, at the time requested by the agency. • If you are a male applicant born after December 31, 1959, certify that you have registered with the Selective Service System or are exempt from having to do so. • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal. • This is a Financial Management Level III certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26. • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time. • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. TECHNICAL QUALIFICATIONS (TQs): Your resume should demonstrate accomplishments that would satisfy the technical qualifications. TQ 1. Expert PPBE and Audit Stewardship: Expert knowledge of the planning, programming, budgeting, and execution (PPBE) process, including formulating, justifying, and executing budget estimates. This includes comprehensive knowledge of Ashore, Operational, and appropriated funds statutes, government accounting theories, and practices as it relates to funds control, reporting and auditability of financial transactions. TQ 2. Strategic FM Systems, Analysis, and Stakeholder Influence: Demonstrated ability to analyze complex financial management situations, oversee and modernize large-scale FM IT systems (e.g., ERP), and establish standard operating procedures. Must possess outstanding capability to work across organizational lines to build strong coalitions, representing Fleet interests and resolving critical financial issues with high-level stakeholders including Office of the Chief of Naval Operations (OPNAV), Assistant Secretary of the Navy (Financial Management and Comptroller) (ASN (FM&C)), The Office of the Secretary of War (OSW), and Office of Management and Budget (OMB). EXECUTIVE CORE QUALIFICATIONS (ECQs): In addition to the Technical Qualification Requirements listed above, all new entrants into the Senior Executive Service (SES) under a career appointment will be assessed for executive competency against the following five mandatory ECQs. ECQ 4: Leading People - This core qualification involves the demonstrated ability to lead and inspire a group toward meeting the organization's vision, mission, and goals, and to drive a high-performance, high-accountability culture. This includes, when necessary, the ability to lead people through change and to hold individuals accountable. ECQ 5: Achieving Results - This core qualification involves the demonstrated ability to achieve both individual and organizational results, and to align results to stated goals from superiors. Note: If you are a member of the SES or have been certified through successful participation in an OPM approved SES Candidate Development Program (SESCDP), or have SES reinstatement eligibility, you do not need to respond to the ECQs. Instead, you should attach proof (e.g., SF-50, Certification by OPM's SES Qualifications Review Board (QRB)) of your eligibility for noncompetitive appointment to the SES. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social).
