Summary
Under general supervision, oversees, reviews, and analyzes financial transactions; prepares reports and a variety of financial functions related to a City Department or division, and performs other related duties as assigned.
DUTIES AND RESPONSIBILITIES (Which are not in any hierarchical order)
1. Prepares and reviews financial statements and reports related to a City Department; assist in the preparation of the annual budget.
2. Monitors compliance with and/or interprets policies and procedures for fiscal services staff.
3. Advises department administration with grant compliance requirements and City accounting procedures; oversees grant reporting.
4. Assists consultants and vendors with grant compliance requirements and City accounting procedures.
5. Conduct statistical and financial analysis of the budget throughout the year, utilizing a variety of database spreadsheets; prepare numerous financial, staffing, and other reports as needed.
6. Maintains documents and records related to the Mobility Fund, Parking Enterprise Fund and capital projects.
7. Direct and coordinates actions to provide various financial studies and analysis, including Rate, Feasibility, and other studies related to the financial planning and coordination of revenue to support Parking & Mobility Administration
8. Plans, directs, and coordinates Parking & Mobility Administration fees, contracts, consults, and coordinates with financial advisors, auditors, and other similar financial resources as necessary to provide sound advice, direction, and audits for the engineering service. 6. Monitor project budget timelines for compliance with contractual obligations, initiating revisions as necessary; oversee all responsibility and documentation associated with Master service contracts
9. 7. Establishes policies and procedures to implement and monitor financial internal controls and auditing.
10. 8. Prepares financial reports and documents as requested to convey various financial information, analysis, studies, and information related to budgeting, forecasting, projects, accounts and related as may be requested by the Administrator.
11. Supervises work of departmental fiscal staff including payroll, procurement card, payables, receivables, grant process and account representatives.
12. Performs other related duties as assigned.
Salary
Depending on qualifications the starting salary for this position will be in the range of (Pay Grade 67):
$75,179 - $93,981 Annually

Qualifications
Bachelors degree with a major in Accounting, Finance, Business Administration, or related field (education will be verified using the Education Requirements listed below) and five (5) years of progressively responsible accounting and financial reporting is required, or any equivalent combination of training and experience. One (1) year of lead work or supervisory experience is required.
Government account experience is highly desirable.
A current and valid Florida drivers license is required. For application purposes, a valid drivers license from any state (equivalent to a State of Florida Class E) may be utilized; with the ability to obtain the State of Florida drivers license within thirty (30) days from date of employment.
Education Requirements : To be considered valid (or verified) for position qualification purposes, and consistent with City Hiring Policy 4-5, a High School, GED or equivalent diploma, and all higher education degrees or certifications must have been issued by:
a) a public education institution in the State of Florida or any State or Territory of the United States; or
b) an institution accredited by an accrediting organization that is recognized by the Florida Department of Education or the U.S. Department of Education; or
c) an institution that is accredited by an organization that is recognized by the Council for Higher Education Accreditation (CHEA); or
d) an institution whose degree or certification is accepted by institutions identified in either a), b), or c), above, for the purpose of admission to institutions identified in either a), b), or c) above.
International degrees will be evaluated to determine if they satisfy qualification requirements.

State of Emergency: When normal operations of City departments are suspended or interrupted due to a declaration by the Mayor that a state of emergency exists, all employees will be deemed critical by the City. For the preparation and/or continuation of emergency operations or for special work detail, employees deemed necessary shall be required to work. Employees deemed critical by the City but not needed for the initial preparation and/or continuation of emergency operations or for special work detail may be directed not to report to work, and given paid administrative leave or they may be reassigned to another location that best meet the needs of the City.
