Position Overview

The Illinois Department of Commerce and Economic Opportunity (DCEO) is seeking a manager of fiscal systems to establish policies and procedures for using information technology systems that support financial reporting. The Fiscal Operations Systems Manager (Management Systems Specialist) will develop and administer training programs for fiscal-related systems, engage with stakeholders regarding proper use and protocols for use of systems, and administer security access functions. The ideal candidate will be end-user focused with skills in business analysis and process mapping, administering end-user security protocols, and communicating requirements between fiscal and Information Technology (IT) staff. Essential Functions

  • Under general Direction, serves as the Fiscal Operations Systems Administrator. Plans, directs, and administers management information systems and business process improvement activities supporting the Office of Fiscal Management to ensure the effective utilization, integrity, and continuous improvement of fiscal operations systems.
  • Serves as the primary liaison between Fiscal Operations, Department management, Department of Innovation & Technology (DoIT), vendors, and system users by coordinating management information system development, implementation, and continuous improvement activities.
  • Administers enterprise security and governance functions for departmental fiscal and financial management systems while ensuring appropriate system access, compliance, and data integrity.
  • Develops, coordinates, and administers agency training, system documentation, and management reporting activities to maximize effective utilization of fiscal information systems.
  • Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.


Minimum Qualifications

Requires either:
  • A master's degree in business or public administration or a closely related field, and preferably including coursework in systems analysis, accounting, computer science, and statistics; requires two years of professional experience in public or business administration; OR
  • A bachelor's degree in business or public administration or a closely related field, and preferably including coursework in systems analysis, computer science, and statistics; requires four years of experience directly related to the development, maintenance and coordination of a computer-based management information system.


Specialized Skills

  • Requires four (4) years' of professional experience in public or business administration implementing fiscal practices and policies.
  • Requires three (3) years' experience working with general accounting principles, financial reporting, grant management, or related fiscal field.
  • Requires two (2) years' experience using System Analysis Program (SAP) or similar accounting system.
  • Requires two (2) years' experience providing technical information technology related training, including delivering technical support, and managing system access for software application used in fiscal operations.


Preferred Qualifications

  • Prefers four (4) years' of professional experience in public or business administration implementing fiscal practices and policies.
  • Prefers three (3) years' experience working with general accounting principles, financial reporting, grant management, or related fiscal field.
  • Prefers two (2) years' experience using System Analysis Program (SAP) or similar accounting system.
  • Prefers two (2) years' experience providing technical information technology related training, including delivering technical support, and managing system access for software application used in fiscal operations.
  • Prefers two (2) years' experience with business process mapping or IT (information technology) business analysis.
  • Prefers thorough knowledge of electronic information systems and ability to communicate usage and requirements with technical and non-technical teams.
  • Prefers two (2) years' experience applying sound judgement to analyze, evaluate, and resolve complex procedural and/or technical problems.


Conditions of Employment

  • Overtime is a condition of employment, and you may be requested or required/mandated to work overtime including scheduled, unscheduled, or last-minute overtime. This may require the ability to work evenings and weekend.
