Responsible for the development, implementation, and ongoing management of departmental operating and grant budgets, as well as the development and administration of financial systems and reporting processes. Responsibilities include financial oversight of housing services, capital projects, contract and grant compliance, audit coordination and follow-up, program monitoring, and the development and implementation of policies and procedures that promote accountability and regulatory compliance. Provides leadership and supervision for one or more departmental support functions, which may include facilities management, housing services, contract management, purchasing, or custodial operations. Supervises professional, technical, and clerical staff. Work is performed independently within policy guidelines and is reviewed by observations of results attained, independent audits, periodic reports, and conferences.
QUALIFICATIONS
This position requires qualified applicants to possess one of the following:
• A Bachelor's Degree in Accounting, Business Administration, or closely related field; minimum of five (5) years of progressively responsible experience in financial management, including considerable experience in general management AND supervisory work,
OR
• A Master's Degree in Business/Public Administration (MBA/MPA) OR current Certified Public Accountant (CPA)/Certified Internal Auditor certification (CIA); minimum of four (4) years of progressively responsible experience in financial management, including considerable experience in general management AND supervisory work,
OR
• An unrelated Bachelor's Degree or Associate's Degree in Accounting, Business Administration, or closely related field; minimum of seven (7) years of progressively responsible experience in financial management, including considerable experience in general management AND supervisory work,
OR
• Graduation from high school/equivalent recognized certification; minimum of nine (9) years of progressively responsible experience in financial management, including considerable experience in general management AND supervisory work.
PREFERRED QUALIFICATIONS
Preferred qualifications include:
• Experience with monitoring of federal grant and loan programs,
• Compliance background,
• Experience in accounting, financial analysis, grant management and reporting,
• Experience preparing complex statistical and financial reports,
• Two (2) years of supervisory experience,
• Knowledge of rules and regulations relating to the Community Development Block Grant (CDBG) program and other Housing and Urban Development (HUD) programs, and
• Experience using Microsoft Office and loan software systems.
