Summary

You will serve as a Financial Management Analyst in the Comptroller Group, Budget Formulation, Justification and Execution Department of NAVAIRWARCENAC DIV.

Duties

Help

  • You will provide resources support with primary emphasis on financial management and planning for assigned financial management program.
  • You will perform work related activities in any of the phases or systems of budget administration.
  • You will interface with department heads and their staff members to provide guidance regarding financial management and policy as well as the legalities of the financial system.
  • You will analyze and recommend the costs and benefits of alternative methods of financial management of organizations programs and administrative operations.
  • You will use a financial management system (e.g., Enterprise Resource Planning (ERP) business and financial system, Navy Enterprise Resource Planning (N-ERP) system, or similar system) to accomplish assigned program goals and objectives.
  • You will communicate with internal and external contacts to present, justify, defend, negotiate or settle matters involving significant or controversial issues.
  • You will accomplish other duties as assigned.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This is a Financial Management Level 2 certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.


Qualifications

GS-12: Your resume must demonstrate at least one year of specialized Financial Management Analyst experience equivalent to the GS-11 Grade Level or equivalent Pay Band in the Federal Service or equivalent experience in the private or public sector. Examples of qualifying specialized experience include: (1) Utilizing working knowledge of Navy Enterprise Resource Planning Tool (N-ERP) or similar ERP program tool to input and extract financial data for budget planning, formulation, and execution; (2) Developing spend plans and budgetary requirements; (3) Executing funds following all fiscal laws and regulations; (4) Applying financial laws and regulations to provide advice on sources and uses of funds; (5) Analyzing and interpreting financial data or related information to develop recommendations to correct gaps and conflicts in the data; (6) Preparing reports to ensure projects are expending funding properly; (7) Reviewing reports, documentation, records, data, and other materials to monitor obligations and expenditures; (8) Ensuring funds are being executed properly through all stages of encumbrance; (9) Evaluating changes in plans and proposing new course of action to mitigate deviation from plan; and (10) Communicating, orally and in writing, to assist in resolving team conflict in a positive manner, while maintaining or increasing team morale.
