Duties

Help

  • Performs project management activities related to the operation of financial institutions on DoD installations worldwide, to include the Overseas Military Banking Program contract.
  • Prepares operational and cost analysis reports regarding changes to banking systems and operations.
  • Develops and prepares oral and written presentations on current and new developments in banking on DoD installations and related activities and services for delivery by the incumbent or higher level officials.
  • Provides senior-level advisory services to management, customers, and non-Federal entities requiring research and coordination for complex banking policy issues, procedural issues, and other inquiries.
  • Develops, coordinates, and implements feedback mechanisms to solicit and evaluate customer satisfaction with banking programs and services.

Qualifications

Specialized Experience: One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-13) within the federal service, which demonstrates the ability to perform the duties of the position, is required.

Specialized Experience Defined As: researching financial laws, regulations, and policies to deliver expert analysis and guidance on complex financial operations for internal and external stakeholders. Leading high-level project reviews, conducting comparative financial analyses, and developing and overseeing comprehensive project management plans to improve operations and support leadership decision-making.

You may qualify for consideration if meeting time-in grade, specialized experience, education requirement, 90 days after competitive appointment requirement, and all other qualification requirements within 30 calendar days after the closing date of the announcement, unless otherwise indicated on the announcement.

Education is not substitutable for specialized experience at this grade level.

  • This position requires you to obtain and maintain a Level 3 Certification under the DoD Financial Management (FM) Certification Program as a condition of employment. If you are selected, you will have to obtain this certification within two (2) years of your entry on duty in the position unless you are already in a position that requires a Level 3 Certification in which case you must complete the certification within the original 2-year period. Failure to become certified within the required time-frame may be grounds for removal from the position and/or from Federal service.
