Full Job Description
To perform complex research and analysis of Navy Federal account activity to identify red flags and suspicious activity in personal and business accounts. Perform in-depth risk reviews and document enhanced due diligence, including activity trend analysis. Maintain knowledge of BSA/AML history, regulations, and industry guidance. Support Business Unit staff in complying with established BSA/AML policies and procedures. Maintain familiarity with typical legal business structures and normal activity by business industry. Work is under moderate supervision. To support day-to-day Office of Foreign Assets Control (OFAC) operations, compliance analyses and projects across the enterprise in compliance with Navy Federal's BSA/AML & OFAC Compliance Program. To respond to ad-hoc OFAC related queries and provide subject matter expertise to partner business units when applicable. Maintain knowledge of OFAC history, regulations, and industry guidance. Work is under moderate supervision. To perform research and analysis of Navy Federal Account activity related to suspicious transactions and identify red flags. Create and maintain Suspicious Activity Reports (SARs) associated with suspicious account activity requiring more complex research or in- depth investigation. Identify, review, and report suspicious activity and risk exposure across various delivery channels. Ensure adherence to applicable federal and state laws, rules and regulations. Work is performed under moderate supervision. Responsibilities 3 Investigate various types of transactions/activities/cases (Anti-Money Laundering, Structuring) including reported or alleged loss of assets from various business channels 3 Assist junior level staff with review and analyses of various types of cases and preparing/creating Suspicious Activity Reports (SARs), as required 3 Collect evidence and related documentation via available systems and methods; ensure chain of evidence/documentation is maintained in accordance with federal and state laws, rules, regulations and Navy Federal's policies and procedures 3 Monitor timeline from identification/notification of BSA/AML activity to closure, ensuring service level agreements and regulatory requirements are met 3 Create detailed reports of investigations to include actions taken and results, including completing Suspicious Activity Reports (SARs) when appropriate 3 Partner within AML functions to support high level investigations requiring SAR submission and documentation 3 Research public record databases to identify, analyze and verify information related to primary investigations, discrepancies associated with information provided, and assess potential risk 3 Compile, prepare and maintain data for analysis and reference 3 Detect money-laundering trends, red flags and recommend preventive measures to business units and management 3 Collaborate with other business units to gain an understanding of transactions, processes and procedures, their impact on other business units processes and procedures, and identify risk potential for suspicious activity 3 Support day-to-day OFAC operations, including completing scans of members and other parties as required by Navy Federal's risk-based policies 3 Perform ad-hoc analyses/scanning against OFAC/other lists when necessary 3 Review and analyze recommendations by junior level staff and elevate concerns to management regarding rejecting or blocking of funds 3 Support projects related to sanctions evasion, money laundering detection, prevention or root cause analysis 3 Recommend enhancements to BSA/AML and/or OFAC rules and models 3 Complete required training as directed by policy/supervision; Identify training opportunities and assist in the development of junior level staff 3 Maintain required documentation for NCUA, Internal Audit and government law enforcement agencies 3 Maintain knowledge of applicable federal/ state laws, rules, regulations, and Navy Federal policies and procedures 3 Performs other duties as assigned Qualifications 3 Working knowledge of applicable federal and state laws, rules and regulations (e.g., Bank Secrecy Act, USA Patriot Act, and OFAC regulations) 3 Working knowledge of money-laundering trends and threats 3 Experience in working with all levels of staff, management, stakeholders, vendors 3 Ability to maintain confidentiality and demonstrate integrity 3 Effective skill managing multiple priorities independently and/or in a team environment to achieve goals 3 Effective skill assimilating information, analyzing facts, and developing logical conclusions 3 Effective skill interpreting and synthesizing large amounts of information 3 Effective skill exercising initiative and using good judgment to make sound decisions 3 Effective organizational, planning and time management skills 3 Effective investigative, research, analytical, and problem-solving skills 3 Effective skill following, interpreting, and applying relevant data/instructions to guidelines, procedures, practices, and regulations 3 Effective active listening skills to accurately respond to inquiries and account requests 3 Effective skill building relationships through rapport, trust, diplomacy, and tact 3 Effective skill to influence, negotiate, and persuade to reach agreeable exchange and positive outcomes 3 Effective verbal and written communications skills 3 Effective word processing, spreadsheet, and presentation software skills 3 Associate degree in Business Administration, Criminal Justice, Finance, or related field, or the equivalent combination of education, training, and experience Desired Qualifications 3 Bachelor's degree in Business Administration, Criminal Justice, Finance, or related field 3 Familiarity with Navy Federal products, services, programs, policies, and procedures 3 Experience in the field of anti-money laundering and/or risk management 3 Fraud or AML Certifications: Certified Fraud Examiner, Certified Anti Money Laundering Specialist, etc. Additional Information Hours: 3 Monday - Friday, 8:00AM - 4:30PM Location: 3 820 Follin Lane, Vienna, VA 22180 3 5510 Heritage Oaks Drive, Pensacola, FL 32526 3 141 Security Drive, Winchester, VA 22602 3 9999 Willow Creek Road San Diego, CA 92131 Bank Secrecy Act: Remains cognizant of and adheres to Navy Federal policies and procedures, and regulations pertaining to the Bank Secrecy Act.
