Overview

The Agency of Human Services Medicaid Financial Director provides strategic financial oversight of Vermont's Medicaid program, including the Global Commitment to Health Waiver and major Healthcare IT Advanced Planning Documents.

Position responsibilities include:

Complex Medicaid budgeting, forecasting, expenditure reporting, cost allocation, capitation payments, fund monitoring, and federal financial compliance.

Coordination with senior leadership, federal partners, actuaries, and other State agencies on payment methodologies, audits, federal requirements, and initiatives affecting Medicaid funding.

Direct supervision of a team of 3 Financial Managers.

Minimum Qualifications

Bachelor's degree in accounting or a bachelor's degree in any discipline that includes or is supplemented by 20 credit hours in accounting and four (4) years of professional level accounting, budgeting, fiscal auditing, fiscal analysis, federal program fiscal administration or other professional level fiscal operations experience which has included managing a major fiscal program or operation.

OR

Master's degree in accounting, business or public administration or a related field AND three (3) years of professional level accounting, budgeting, fiscal auditing, fiscal analysis, federal program fiscal administration or other professional level fiscal operations experience including managing a major fiscal program or operation.

OR

Associate's degree AND seven (7) years or more of professional level accounting, budgeting, fiscal auditing, fiscal analysis, federal program fiscal administration or other professional level fiscal operations experience which has included experience managing programs, funding sources or staff.

OR

High School diploma AND nine (9) years or more of professional level accounting, budgeting, fiscal auditing, fiscal analysis, federal program fiscal administration or other professional level fiscal operations experience which has included experience managing programs, funding sources or staff.

OR

One (1) year or more of experience as a Financial Director II with the State of Vermont.

Note: For some positions preference may be given to applicants with experience managing large fiscal operations.

Special Requirements

For some positions experience working with the VISION system (VISION is the State of Vermont PeopleSoft financial management system) may be required.
