The Opportunity

WSDOT's Accounting and Financial Services Division (AFS) is currently seeking an IT Data Management - Senior/Specialist to serve as the Financial Business Intelligence Specialist in Lacey, WA. In this role, you will lead the design, development, and delivery of enterprise reporting solutions that support statewide financial and operational decision-making. This position is a senior-level technical specialist responsible for architecting advanced reporting structures, optimizing business intelligence systems, and designing and maintaining semantic models, data sets, and data structures that provide a reliable foundation for WSDOT financial reporting and inquiries. The Financial Business Intelligence Specialist will establish relationships between data sources to ensure accurate, consistent, and standardized reporting while supporting enterprise data governance, security, and reporting practices. This position will also provide technical guidance and quality assurance to Report Developers, mentor staff in the effective use of business intelligence tools and data resources and collaborate with the Technology Services Division Business Intelligence Architect to implement best practices and supportable reporting solutions.
What to Expect

Among the varied range of responsibilities held within this role, the Financial Business Intelligence Specialist will:

  • Perform advanced data analysis and consult with WSDOT data stewards and IT professionals to ensure TRAINS 4.0 reporting solutions provide accurate report data.
  • Maintain advanced knowledge of Power Bl business intelligence and reporting tool and Snowflake database.
  • Design and maintain semantic models and data sets.
  • Review user developed reports for compliance with reporting standards, enterprise reporting standards, requirements and data governance practices.
  • Collaborate with data stewards to ensure that data presented in reports is accurate and meets business needs.
  • Advise executive management and data stewards regarding Power Bl technologies and TRAINS 4.0 reporting capabilities.
  • Consult with other WSDOT IT professionals and leads the integration of reporting tools with other reporting technologies as well as internal and external systems and interfaces.
  • Design and maintain web-based reporting interfaces, applying WSDOT Intranet design standards.
  • Develop and maintain release management checklist to ensure all reports released to production meet enterprise standards.
  • Provide advanced technical support, troubleshooting and problem resolution for customers using reporting tools.

Qualifications

To be considered for this opportunity, the following competencies are required:

  • SQL & Data Modeling: Demonstrated proficiency writing advanced SQL queries across multiple complex data sources and applying data modeling principles to develop reliable, efficient, and accurate reporting solutions.
  • Business Intelligence Tools: Demonstrated proficiency using business intelligence and data visualization tools, including Power BI, and integrating data from sources such as GIS to develop effective reporting and visualization solutions.
  • Analysis & Translation: Ability to conduct customer and stakeholder interviews, gather and evaluate business requirements, and translate them into effective, scalable, and supportable reporting and technology solutions.
  • Data Quality & Audit: Ability to assess data quality, identify discrepancies and inconsistencies, perform data validation and auditing, and implement processes that support accurate, reliable, and consistent reporting.
  • Complex Problem-Solving & Troubleshooting: Ability to analyze complex and non-routine data, reporting, and technical issues; identify root causes; and develop effective solutions that improve system performance, reliability, and usability.
  • Systems Integration: Ability to analyze relationships among systems, data sources, processes, and business functions and develop integrated solutions that support enterprise reporting and business objectives.
  • Leadership & Staff Development: Ability to lead, coach, mentor, and provide technical guidance to staff while promoting effective use of business intelligence tools, data resources, and reporting practices.
  • Communication & Facilitation: Ability to translate complex technical and data concepts into clear, business-relevant information for non-technical audiences and facilitate discussions with customers and stakeholders to achieve shared understanding and effective solutions.
  • Cross-Functional Coordination: Ability to collaborate and coordinate effectively with technical teams, report developers, stakeholders, and other partners to develop, implement, and support enterprise reporting solutions.
  • User Training & Support: Ability to develop and deliver user training, provide technical support, and assist customers in effectively using business intelligence tools, reports, and data resources.

  • SQL Mastery & Data Modeling: Experience constructing complex queries, troubleshooting performance issues, validating data accuracy, and designing Bl semantic layers.
  • Business Intelligence Tool Expertise: Experienceleading Bl integration efforts, developing dashboards, supporting user troubleshooting, and ensuring Bl tools are configured for optimal performance.
  • User Training & Support: Experience training Bl users and ensuring knowledge workers can correctly use reporting tools for their work.

Retirement and Deferred Compensation
