Summary

This position is located in the Department of War (DoW), Office of the Assistant to the Secretary of War for Public Affairs (OATSW(PA)). The OATSW(PA) is responsible to the Secretary of War for public information, internal information, community relations, public affairs professional development, audiovisual matters, and trademark licensing programs. This position is located in the Pentagon.

Incumbents typical work assignments may include the following:

  • Conducts detailed, multi-year financial analyses of intricate licensing agreements, royalty payments, commercial fee structures, and vendor performance metrics, reconciling commercial business practices with federal statutory requirements and fiscal law.
  • Integrates and reports of cost/performance metrics, establishing innovative methodologies to evaluate the Return on Investment (ROI) and fiscal health of diverse brand and licensing initiatives.
  • Directs and executes a multi-faceted compliance program, performing systemic financial audits and forensic-level analysis of licensee reporting, royalty submissions, and complex commercial sales data to identify and mitigate fiscal risks or systemic failures.
  • Formulates, defends, and executes official agency responses, skillfully negotiating audit findings with senior auditors to protect organizational interests and ensure factual accuracy.

Qualifications

In order to qualify for this position, you must meet the requirements described below.

You may qualify at the GS-13 level, if you fulfill the following qualification requirement:

One year of specialized experience equivalent to the GS-12 grade level in the Federal service (experience may have been gained in the private sector) that demonstrates your ability in: 1) developing authoritative financial interpretations and policy recommendations; 2) financial statutory requirements, regulations, and fiscal law to reconcile commercial business practices; 3) financial management, accounting, and business administration principles, concepts, and practices as they apply to complex commercial revenue streams, trademark licensing, and brand monetization.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). You will receive credit for all qualifying experience, including volunteer experience.

ACTIVE DUTY SERVICE MEMBERS: Federal agencies treat active duty service member as veterans, disabled veterans, and preference eligible, when they submit, as part of their application package, a "certification" of active service in lieu of a DD-214, indicating the service member is otherwise eligible and will be discharged or released within 120 days from the date of submission..
