Financial Analyst

Position Summary

This position is for a Financial Analyst to support an active contract with the U.S. Navy in the Washington, DC area. The successful candidate will provide business, financial, and programmatic support to PMS 351 SSN(X) program office at the Washington Navy Yard in Washington DC.

Essential Functions

  • Perform financial analyst services including data gathering, budget and financial analysis, and trend analysis.
  • Create, maintain, and update financial databases and spreadsheets, and generate various financial reports as required. Maintains appropriate records and documentation.
  • Provide daily support to Financial Management team on an ad hoc basis.
  • Collect and review financial and contracts data from various sources.
  • Provide financial models and statements, apply forecasting techniques, and evaluate performance against budgets.
  • Coordinate with customer and field activities to establish and execute funding priorities on a timely basis.
  • Coordinate with Systems Integration Team (SIT) leads, Assistant Program Managers (APMs), and Principal Assistant Program Managers (PAPMs) within PMS 351.
  • Reconcile spend plans according to SSN(X) Total Obligation Authority and weekly status reports.
  • Compile and submit Task Planning Sheets.
  • Track and reconcile funds obligation and expenditure status.
  • Resolve accounting discrepancies.
  • Respond to financial data calls.
  • Provide inputs for Congressional budget exhibits and Professional Staff Member briefs.
  • Coordinate with the Contracting Officer Representatives (CORs) to establish timely receipt and award of funds.
  • Develop briefs to ensure accurate, timely and essential information is provided to decision makers, including briefs for audiences up to and including the Flag level.
  • Manage financial/budget tasking.


Required Education and Experience

  • A Bachelor's degree in accounting, business, finance, or related field. A candidate with one or more years of experience directly supporting a Navy customer in a business or financial capacity will be considered in lieu of a degree.
  • Three years of experience as a financial analyst for the DoD and at least one year with the Navy.
  • Experience executing funds in Navy Enterprise Resource Planning (ERP).
  • Experience planning efforts in NAVSEA Enterprise Planning System (NEPS).
  • Knowledge of the Navy's Planning, Programming, Budgeting, and Execution processes and policies.


Preferred Education and Experience

  • Experience working in a Navy environment, specifically within Team Submarine or submarines in general.
  • Knowledge of NAVSEA and/or Team Submarine policies and procedures.
  • Familiarity with laws and regulations governing the different Navy Appropriations.
  • Budget Automation and Process Improvement.
  • Power BI and MS Access.
  • Program & Budget Information System (PBIS).

Work Authorization/Security Clearance Requirement

  • This position requires a current or active DoD Secret security clearance.

Position Type/Expected Hours of Work:

The typical workday is eight hours in length. Some flexibility in hours is allowed, with concurrence from the supervisor. Attendance at mandatory meetings is required. Must be available during the core work hours as determined by the contract/location and must account for the required number of hours in a pay period to maintain Full-time status.

Telework:

  • Telework may be allowed up to 10% after an initial onboarding period of up to 6 months.
  • Subject to change based on business needs and customer requirements.


Travel:

  • Ability to travel CONUS; potential to travel OCONUS.
  • Travel up to 10% may be required.
