About the DepartmentThe mission of the Finance Department is to manage, protect, and report on City of San José financial resources to enhance the City's financial condition for residents, businesses, and investors.
The Finance Department has five core divisions:
- Accounting
- Administration
- Debt & Treasury Management
- Purchasing & Risk Management
- Revenue Management
The Finance Department works in partnership with the departments of Human Resources, Information Technology, and Public Works as the City's Strategic Support City Service Area to effectively develop, manage, and safeguard City fiscal, physical, technological, and human resources to enable and enhance the delivery of City services and projects. The Finance Department has a $27.6 million operating budget and 125 budgeted full-time equivalent (FTE) positions.
Position DutiesThe Finance Department is seeking one (1) Financial Analyst to join its Debt Management team. Under the general supervision of the City's Debt Administrator, this position will play a key role in managing the City's diverse and complex debt portfolio and supporting the City's overall debt management program. This is an exciting opportunity for a financial professional who enjoys working with complex financial analysis, solving challenging problems, and collaborating with a broad range of internal and external partners. The Financial Analyst will be responsible for managing complex financial processes and operations, analyzing financial data, supporting debt issuances, monitoring compliance, and contributing to the effective management of the City's debt program.
- Perform professional level functions associated with the management, monitoring, and administration of the City-wide Debt Program, including long term bonds (fix and variable rate), commercial paper, bank loans, private placements and notes.
- Collaborate with City accounting and investment staff in the management of the City's debt portfolio.
- Engage in the issuance of debt across a broad range of credits including general obligation, lease revenue, airport, wastewater, clean energy, land-based (assessment districts/community facilities districts) and multi-family housing revenue.
- Coordinate and work effectively in the bond financing team which includes City Attorney's Office, City departments, municipal advisor, bond counsel, trustees/fiscal agent and underwriters in order to effectively manage the debt issuance process and to manage the City's large and diverse debt portfolio.
- Maintain and manage a large, computerized debt management database.
- Coordinate investment of bond proceeds.
- Manage post issuance compliance for outstanding debt and complete interim arbitrage calculations to determine rebate liabilities to the IRS and coordinate five-year arbitrage calculations with arbitrage rebate consultant.
- Review regular, periodic trustee account statements and other reports to ensure appropriate proceeds management and adherence to legal requirements and conformance with City policy.
- Prepare financial reports and analyses as part of the City's production and presentation of financial reports.
- Utilize and manage relational database applications and run query techniques.
- Prepare annual continuing disclosure reports and necessary compliance reporting subject to Rule 15c2-12.
- Process, prepare, and analyze information to complete assignments, solve complex problems and work independently as necessary.
Minimum QualificationsEducation and Experience Completion of a baccalaureate degree from an accredited college or university in business, finance, accounting, public administration, or a closely related field including a minimum of
eighteen semester units of advanced college course work in a combination of the following: business or governmental finance, accounting, economics, statistics, quantitative methods, or
governmental financial management. Four years of increasingly responsible professional level analytical compliance, research, quantitative, and/or operation experience in financial, fiscal, or accounting work is required.
Acceptable SubstitutionsCompletion of an unrelated Bachelor's degree with a Master's or higher degree in a closely related field such as business or public administration, finance, may substitute for the education requirement including the eighteen (18) semester units of applicable college course work.
Required Licensing (such as driver's license, certifications, etc.) - Possession of a valid California driver's license may be required for some assignments.
