Job Summary

The Texas Region Capital Finance team is seeking a strategic and analytical Financial Analyst 2 to support capital planning, forecasting, and financial oversight for the region's construction portfolio. This role serves as a key business partner to Construction leadership, providing financial analysis, reporting, and decision support for network expansion, infrastructure investments, and capital projects. The ideal candidate will help develop budgets and forecasts, evaluate business cases, identify financial risks and opportunities, and deliver actionable insights that support operational and investment decisions. Success in this role requires strong financial acumen, attention to detail, and the ability to collaborate effectively with cross-functional partners in a fast-paced environment. This position offers the opportunity to make a meaningful impact on the region's capital investment strategy while gaining exposure to large-scale construction and network growth initiatives.

Job Description

Responsibilities:

  • Analyzing financial data to provide budget, forecast, and variance analysis insight
  • Translating financial data into clear, actionable information for decision-making
  • Acting a specialist resource on finance-related special projects, utilizing analytical skills to contribute to project objectives and success
  • Supporting in-depth economic evaluations and development of business cases to support strategic financial planning
  • Monitoring financial trends and contributing to strategic planning efforts to aid in informed executive decision-making
  • Working on cross-functional finance projects designed to support strategic decisions for growth and operational efficiency
  • Consistent exercise of independent judgment and discretion in matters of significance.
  • Regular, consistent and punctual attendance. Must be able to work nights and weekends, variable schedule(s) as necessary.
  • Other duties and responsibilities as assigned.

Key Responsibilities:

  • Develop and maintain financial models to evaluate capital investment opportunities, including ROI, NPV, IRR, and payback analysis.
  • Partner with construction, engineering, and business development teams to assess project feasibility and financial impact.
  • Support the annual capital budgeting process and long-range planning cycles.
  • Monitor capital expenditures and provide variance analysis against budget and forecasts.
  • Prepare executive-level presentations and reports to communicate capital project performance and recommendations.
  • Assist in the development of business cases for new initiatives and strategic investments.
  • Ensure compliance with internal financial policies and external regulatory requirements.
  • Continuously improve capital planning processes and tools.
  • Ensure compliance with internal controls, financial policies, and regulatory requirements.
  • Perform additional Business Operations duties and tasks as required.
  • Regular, consistent and punctual attendance.

Qualifications:

  • Bachelor’s degree
  • 3–5 years of experience in financial analysis, capital planning, corporate finance, or business operations.
  • Strong proficiency in Excel and financial modeling; experience with ERP systems and planning tools (e.g., SAP, Oracle, Hyperion) is a plus.
  • Excellent communication, presentation, and interpersonal skills.
  • Familiarity with project finance and asset lifecycle management.
  • Ability to manage multiple priorities and meet deadlines in a fast-paced environment.
