Nature of Work
The City of Everett is accepting applications on an appointive basis for the position of Financial Analyst with an emphasis in public-sector accounting.
JOB DESCRIPTION:

Under the direction of a department manager or director, gather, analyze, interpret, reconcile, and maintain financial and accounting data for the department. Responsibilities include performing a variety of accounting, financial reporting, compliance, and analytical functions that require strong technical knowledge, innovative problem solving, and considerable initiative to support the department's financial operations. Work is reviewed through conferences, reports, and periodic audits. Responsibility may include the supervision of an accounting technician or other administrative staff.
Job Responsibilities:
  • Develop systems within the framework of the city's existing financial structure which promote efficient and accurate measurement.
  • Prepare journal entries for city accounts; analyze financial data for discrepancies and errors and make corrections through journal entries.
  • Assist with the analysis and implementation of Governmental Accounting Standards Board (GASB) pronouncements.
  • Assist with the development of the Annual Comprehensive Financial Report, including statements, notes, and required supplementary information.
  • Respond to requests for information during the annual state audit.
  • Prepare and file quarterly payroll, excise and lease hold tax reports.
  • Perform complex reconciliations.
  • Assist with development of internal controls and city policies to ensure that the City is in compliance with Generally Accepted Accounting Principles (GAAP), the Governmental Accounting Standards Board (GASB), and state and local regulations.
  • Assist with the development of chart of accounts and assure that the computer system contains current account numbers; operate in accordance with Generally Accepted Accounting Principles; provide for proper accounting controls.
  • Train and assist clerical staff in financial related tasks and procedures.
  • Coordinate and/or assist in grant application and administration processes for area of assignment. Perform grant revenue and cash flow forecasting. Prepare grant tracking and monitoring reports as required.
  • Create, update, review and monitor various projects and project costs based on transfers, allocation and funding source; conduct analysis and job cost reviews. Develop and maintain an efficient job costing system for use in monitoring and analyzing specific cost centers and projects.
  • Maintain records, develop reports and design files for fixed asset control. Analyze data, prepare claims, maintain records and prepare for audits as required.
  • Monitor accounts receivable functions, including sending statements and billings, reviewing requests for billings and dealing with delinquent accounts.
  • Develop appropriate financial models for specific projects.
  • Assist in the formulation of the preliminary and final budget documents; prepare budget requests and forecast operating expenses and revenues; compile budgets for each functional area; research and analyze data; assist in resolution of budget issues and requests for information; provide assistance to departments.
  • Provide information on all areas of cost and revenue as requested.
  • Perform related work and special projects as assigned.

  • Bachelor's Degree in Finance, Accounting, Business Administration or a related field and
  • 2 years related experience, municipal accounting experience preferred.

  • Life Insurance for the employee in the amount of 2x the annual salary to $250,000 maximum

Benefit eligibility for the employee and eligible dependents begins the first day of the month following the employee's hire date. Premiums for Delta Dental and HMA Vision are paid by the City on behalf of the employee and eligible dependents. Premiums for Life, LTD, Accidental Death & Dismemberment coverage on behalf of the employee are paid by the City. Premiums for HMA Medical and Kaiser Medical coverage are shared by the employee.

An additional benefit is available through a Voluntary Life Insurance program for the employee, spouse, and children. The employee pays the premiums for this benefit.

It is mandatory that both the City and the employee pay into the Department of Retirement Systems for Washington State.

Three voluntary Deferred Compensation programs are available for employee participation.

A Flexible Spending Plan is available that allows you to make pre-tax contributions for Health Care reimbursement and/or Dependent Care reimbursement for those expenses not covered by medical.

The Employee Assistance Program EAP is provided free of charge to employees and family members.

Generous vacation and sick leave benefits are provided to employees. Ten annual holidays and two floating holidays are paid.
