The City of Everett is hiring a strategic, people-focused Operations & Networking IT Manager to strengthen reliability, modernize services, and enhance the customer experience across all City departments. This role is a key leadership position reporting directly to the Information Technology Director.
The Operations & Networking IT Manager ensures the stability, security, and reliability of the City's core technology services. This leader oversees the teams responsible for network infrastructure, Help Desk operations, and cybersecurity, providing direction and support to 11 employees through three direct reports that include our Network Lead, Help Desk/Operations Lead, and Cybersecurity Specialist.
This position is well-suited for a leader who excels at optimizing performance, strengthening accountability, and driving consistent service delivery in a complex, resource-constrained environment. The role is approximately 70% operational and 30% strategic, offering significant autonomy in day-to-day decision-making while maintaining regular alignment with the IT Director. This position operates in a hybrid work environment, requiring on-site presence three days per week. On-call responsibilities are limited and occur only on an escalation basis. Compensation for this role will be determined based on one's relevant experience and qualifications and will fall within the salary range listed.

JOB DESCRIPTION:

Under the direction of the Information Technology Director, direct, manage, supervise and coordinate the programs and operating activities of the Information Technology Department's network, applications and desktop support groups. The Information Technology Manager is responsible for assisting the IT Director with developing and maintaining a long-range city-wide technology strategy subject to approval by the city's Technology Committee for adoption into the city's Information Technology Strategic plan. This position is responsible for managing, supervising and coordinating the implementation of the city's technology plan including architectural design, systems applications and end-user support services. The city's information systems operate on a wide area network that includes 800+ computers and peripherals, 70+ servers and 18+ remote locations. IT staff support multiple Oracle and SQL Server database applications, e-mail, internet and intranet access, and the city's website. The Information Technology Manager is responsible for the development of both short and long-term operating goals and objectives to enhance and maintain all information systems. This position is also responsible for the coordination of inter-departmental information resources and systems to ensure that the implementation of department specific hardware, software and systems are compatible with city-wide systems and can be effectively maintained and supported. Direct supervision is exercised over a staff of technology professionals, paraprofessionals, vendors and contractors as required. Work is reviewed through conferences, reports and the effectiveness of technology programs and services.
Job Responsibilities:
  • Assist the IT Director with the development and maintenance of the long-range IT Technology Strategic Plan and IT policies. Implement and maintain appropriate city-wide technology policies, standards and procedures consistent with the strategic plan. Generate policy and procedural updates as needed and ensure that all established policies, standards and procedures are effectively communicated to all city departments and end-users.

  • Review and analyze all city information technology activities and requests for technology acquisitions. Consult with city departments and divisions to coordinate system activities, establish needs and develop recommendations and cost projections for proposed projects. Manage major projects including software or hardware improvements, development of complex systems, and replacement of existing systems.

  • Manage the city's information technology activities in the areas of network design and installation, application procurement and development, data center operation, PC installation and end-user support services. Manage vendors and consultants in the development and implementation of new hardware and software systems and products.

  • Manage the city's information systems including computer systems and related programming projects; provide guidance, oversight and direction on new system development.

  • Responsible for implementing, documenting, maintaining and testing the IT Disaster Recovery and Business Continuity Plan.

  • Solve complex technical and managerial problems utilizing an understanding of interdepartmental relationships in technology areas where no precedent exists.

  • Analyze and review existing policies and procedures in an effort to ensure that ongoing IT projects are completed in accordance within the standards set for performance, budget, and time criteria. Establish work standards and schedules, review the work of technology consultants, technical staff, and administrative/clerical staff and evaluate staff performance against established standards.

  • Select, train, motivate and evaluate information technology personnel; provide or coordinate staff training; work with employees to correct deficiencies; implement disciplinary procedures when necessary.

  • Develop, recommend and manage the division's annual budget. Ensure that all funds, physical assets and other property are appropriately safeguarded and administered.

  • Prepare progress reports to inform management of project development and deviations from planned goals.

  • Perform related work and special projects as assigned.

A combination of education and related experience may substitute for education requirements.
  • Bachelor's Degree in Computer Science or a directly related field and
  • 5 years experience in the management of enterprise-wide information systems and operating services including demonstrated experience in the successful development and implementation of strategic technology plans; 2+ years of direct supervisory experience in an IT operating environment is required.

Premiums for Delta Dental and HMA Vision are paid by the City on behalf of the employee and eligible dependents. Premiums for Life, LTD, Accidental Death & Dismemberment coverage on behalf of the employee are paid by the City. Premiums for HMA Medical and Kaiser Medical coverage are shared by the employee.

An additional benefit is available through a Voluntary Life Insurance program for the employee, spouse, and children. The employee pays the premiums for this benefit.

It is mandatory that both the City and the employee pay into the Department of Retirement Systems for Washington State.

Three voluntary Deferred Compensation programs are available for employee participation.
