DESCRIPTIONPhilosophy at UC San Diego has grown to become an internationally ranked department, committed to the highest standards of teaching and research. The department strongly advocates interdisciplinary work, and we have close research and teaching connections to a wide range of fields, including history, physics, classical studies, psychology, linguistics, political science, biology, law, mathematics, and more. The department is comprised of 25 ladder-rank faculty, 200 undergraduate majors, minors and double majors, 50 graduate students, and 5 career staff with a $10M annual permanent budget.
Under the general direction of the Chief Administrative Officer (CAO), has independent administrative responsibility for the financial administration, management and analysis of Department of Philosophy funds (and the Science Studies Program) including state, contract and grant, gifts, and donations. Responsibilities include management of all extramural and state funds, administration of the departmental operating budget, reviewing appropriateness of expenditures, availability of funds and applicable funding restrictions, and making recommendations regarding corrective actions to resolve identified problems. Performs budgetary/financial analytic studies and prepares financial reports, including monthly fund balance reports for faculty and CAO. Participates in short- and long-range financial planning. Responsible for contract and grant administration (pre- and post-award). Performs budgetary/financial analytic studies and prepares financial reports. Analyzes, interprets and implements departmental and university fiscal policies. Advises, assists and guides CAO, faculty, department staff and graduate students on financial issues. Acts as liaison with campus central offices. Provides work direction to the department fiscal assistant (and student employees) and oversees the processing of online financial transactions.
In the absence of a fiscal reimbursement transactor, when needed, enter and process all reimbursements, using the department Kuali submission process, and reconcile all funds.
Working with the Graduate Student Affairs Coordinator, coordinates, analyzes, and reconciles financial support funds and payments for graduate students in Philosophy including block grant distributions, GSGEI allocations, masters growth funds, and TA/tuition support allocations and payments. Provides contract and grant administration for external graduate student fellowships and awards.
The Financial Analyst 2 will be responsible for the financial administration (including setting up the budget) and oversight of the department's newly proposed/established Self-Supporting BA/MA Plus One master's degree program. The primary objective is to ensure this program remains financially sustainable, meaning all direct and indirect program costs are covered by generated revenues (such as student charges) or other allowed funds, without relying on "disallowed funds" like State General Funds.
Serves as Departmental Security Administrator (DSA).
QUALIFICATIONS- Demonstrated experience in contract and grant proposal formats, preparation, submission and administration, as well as federal, state and private granting agency regulations.
- Working knowledge of finance policies, practices, and systems. Knowledge of university and/or higher education policies and procedures relating to contracts and grants and state fund accounting. Ability to analyze and interpret which policies and procedures apply to a given situation.
- In-depth knowledge of federal and non-federal agency requirements and regulations for sponsored research from proposal preparation through closeout, including (but notlimited to) Cost Accounting Standards, A-21, A-110, A-133, Federal Demonstration Partnership, etc.
- Demonstrated experience in principles and practices of fund accounting, cost analysis and audit procedures. Working knowledge of accounting principles, business math and bookkeeping for budget planning and analysis, and in reconciling discrepancies.
- Skill in projecting salary, benefit and indirect costs, with knowledge of payroll and personnel regulations impacting such costs.
- Mathematical skills for the application of fractions, percentages, ratios, proportions, and to perform statistical analysis.
- Ability to gather reasonably retrievable information to organize, and perform basic financial analysis assignments. Knowledge and experience in application of principles and practices of fiscal planning and analysis. Ability to analyze and prepare budgets, identify spending patterns and project future expenditures based on computer data.
- Demonstrated ability to effectively present information verbally and in writing clearly and concisely.
- Demonstrated ability using spreadsheet and database software for moderately complex financial analysis, fiscal management, and financial reports. Excellent computer skills with demonstrated knowledge of personal computers and a wide variety of software packages for presentations, written communication, word processing, spreadsheet and database management (e.g., Word, Excel, Google Mail, internet searches, etc.). Advanced computer skills so as to import data from central databases to Microsoft applications, to create and run queries, create spreadsheets andworkbooks, and process complex financial transactions with an online financial system. Operating knowledge of the internet and campus financial systems for research and data gathering.

Pay Transparency Act
Annual Full Pay Range: $76,859 - $111,959 (will be prorated if the appointment percentage is less than 100%)
Hourly Equivalent: $36.81 - $53.62
