Job DescriptionOrganizational Context and ScopeUnder the overall supervision of the Chief, Global and Domestic Programmes Unit of Global Office Washington, D.C. and the direct supervision of the Senior Resources Management Officer (SRMO), the Finance Officer will be responsible and accountable for managing and coordinating the financial resources functions of the Washington D.C. Global Office (GO) in accordance with the financial regulations, rules and procedures.
Responsibilities- Monitor and oversee the financial management of all activities, including the oversight of financial expenditures and accountability.
- Forecast and prepare cash flows and staff and office projectisation with reference to the current and future activities in the GO and ensure daily control of funds disbursed.
- Prepare, analyse and evaluate information from the financial records and provide data and guidance to management relevant to improvements in the financial operation.
- Ensure financial related functions are carried out and provide training to all finance staff in the relevant areas of finance and administration.
- Verify travel and operational advances from staff vendor accounts, ensuring that the supporting documentation is both accurate and satisfactory, and take action to resolve discrepancies or inconsistencies.
- Inspect payroll versus budgets and ensure that salaries are correctly allocated to projects
consistent with IOM's projectisation criteria. - Ensure financial documents are in conformity with relevant financial regulations, policies, and procedures.
- Undertake quality assurance checks on the requests for payment, purchase requests and other requests that will result in financial obligations.
- Conduct regular surprise cash counts.
- Undertake financial analysis of projects in the GO and take action to resolve anomalies and unusual trends.
- Liaise with other internal functional units of the GO and other stakeholders as required in the performance of the accounting and financial functions.
- Prepare donor financial reports in accordance with IOM and donor regulations and established procedures. Liaise with project managers and relevant units in Headquarters (HQ), Administrative Centres and Regional Office (RO) as required.
- Conduct verification of service providers, vendors, contractors and grantees, including the issuance of invoices and progress certificates and financial reports, and certify as delegated.
- Ensure compliance with the Organization's regulations, procedures and practices in the performance of accounting and financial functions.
- Perform such other duties as may be assigned.
QualificationsRequired Qualifications and ExperienceEducation- Master's degree in Accounting, Finance, Public Administration, Business Administration or a related field from an accredited academic institution with five years of relevant professional experience; or,
- Bachelor's degree in the above fields with seven years of relevant professional experience;
- Professional certification as chartered accountant (CA) or certified public accountant (CPA), Chartered Institute of Management Accountants (CIMA), or Association of Chartered Certified Accountants (ACCA) is an advantage.
Accredited Universities are those listed in the UNESCO World Higher Education Database.
Experience- Experience in accounting, financial management and reporting;
- Experience in preparing clear and concise financial and management reports;
- Experience in donor-funded project financial management, budget monitoring, grant compliance, and financial reporting; and,
- Experience working in and with international institutions.
Skills- Demonstrated knowledge of financial management, budgeting, accounting, financial analysis, and reporting;
- Sound understanding of IOM Financial Management Rules and Procedures (FMRP), International Public Sector Accounting Standards (IPSAS), internal controls, and compliance requirements;
- Knowledge of International Organization for Migration/United Nations (IOM/UN) accounting system, software and procedures, Common System regulations, policies and procedures is an advantage;
- Familiarity with financial oversight and public administration is an advantage;
- Ability to analyse financial data, identify risks, and recommend corrective actions and process improvements;
- Proficiency in financial management systems, enterprise resource planning (ERP) applications, and advanced Microsoft Excel; and,
- Demonstrated organizational, planning, and problem-solving skills with attention to detail.
LanguagesIOM's official languages are English, French and Spanish. All staff members are required to be fluent in one of the three languages.
For this position, fluency in English is required (oral and written).
Working knowledge of another official UN language (Arabic, Chinese, French, Russian, and Spanish) is an advantage
