POSITION:Finance Director CATEGORY: Full time - exempt

SUPERVISOR:Tribal Administrator Revised: September 16, 2025

POSITIONSUMMARY: Under the supervision of the Tribal Administrator, the Finance Director position responsibilities include supervising Finance Department staff, overseeing internal controls, monitoring expenditures, overseeing insurances, monitoring cash flow, managing federal grant compliance, financial planning, ability to direct financial assets, implement effective financial strategies, maintain a healthy financial position, oversight of all finance, accounting and reporting activities. The Finance Director reports to the Tribal Administrator, audit committee, and granting agencies with information related to day-to-day finance operations of publicly funded programs. Theses public funding sources are complex and diverse and include local, county, state, federal, corporate, and foundation funding. The Finance Director will oversee functional responsibility over accounting, accounts payable, accounts receivable, payroll, and grants administration to remain in compliance with all rules and regulations of the funding source. The Finance Director will ensure the systems and procedures are in place to support effective program implementation and continue a "no-finding" in all audited reports.

JOB RESPONSIBILITIES: The Finance Director's job responsibilities include but are not limited to:
  • Oversight of all accounts, ledgers, and reporting systems ensuring compliance with appropriate GAAP standards and regulatory requirements, especially OMB guidelines;
  • Applying basic and advanced accounting theory to account for revenues, expenditures, transfers, accounts receivable, and inventory in accordance with GAAP/GASB standards;
  • Oversight of all fiscal transactions and processes, monitors and evaluates financial information systems and suggests improvements where and when needed;
  • Maintain and recommend revisions as appropriate to the fiscal management policy manual, cost allocation plan, internal controls, and safeguards for receipt of revenue, costs, and program budgets and actual expenditures with variance reporting monthly;
  • Identify and address inefficiencies in practices, software, and workflows;
  • Manage organizational cash flow activity and forecasting;
  • Track and report on current asset accounts, ensure adequate liquidity, advantageous use of funds and compliance with policies;
  • Oversight of all financial, project/program and grants accounting to ensure that all allocated funds are expended as planned and program resources are allocated beneficially;
  • Ensure expenditures are consistently aligned with grant and program requirements, restrictions, and budgets throughout the grant/fund period;
  • Consistently analyze financial data and clearly present regular financial reports and statements in an accurate and timely manner;
  • Monitor and communicate progress of actuals against agency and contract budgets and keep senior leadership abreast of program and agency financial status via variance reporting;
  • Leverage strengths of the current finance team members;
  • Help to clarify roles and responsibilities and develop and implement training programs to maximize and reach optimal individual and organizational goals;
  • Provide leadership in strengthening internal communications with financial staff and create and promote a positive and supportive work environment;
  • Oversee all audit reporting and management;
  • Create and submit annual indirect rate documents;
  • Assure all financial reporting required are in compliance and completed on time;
  • All other duties as


JOB POSITION REQUIRES:
  • Five years of prior public or not-for-profit fund accounting experience in an administrative capacity;
  • Experience and demonstrate comprehension and application of General Accepted Accounting Principles (GAAP);
  • A Bachelor's Degree (Master's desired) in Accounting, Public Administration, Business Administration, or a related field (certification in grants management and/or training courses in accounting desired);
  • Grants management, federal audit, and administrative experience sufficient to provide the breadth and depth of knowledge necessary to manage federal awards and report on them.
  • Proficiency in funds based accounting software.
  • Strong aptitude for math.
  • Good communication skills.
  • Excellent Computer literacy.
  • Strong analytical skills.
  • Broad knowledge of accounting principles.
  • Agreement to submit to a pre-employment drug screen and background check prior to employment.
  • Strong, respectful communication, both verbal and written.
  • Having sensitivity to the Native American culture, tradition and the BSR community's needs.
  • Good writing and organization skills.
  • Having a good understanding and working knowledge of all Microsoft Office applications.
  • The ability to work independently and support a team environment.
  • Valid California Driver's License and be insurable to drive.


PHYSICAL REQUIREMENTS:

While performing the duties of this job, the employee regularly is required to sit; use hands and fingers to handle or feel; and talk or hear. The employee occasionally is required to stand; walk; and reach with hands and arms. The employee must occasionally lift and/or move up to 25 pounds.

WORK ENVIRONMENT:

Work is generally performed in an office setting with a moderate noise level. Evening and/or weekend work may be required. Extended hours and irregular shifts may be required. Travel may be required.
