Full Job Description
Amentum is seeking a Mid-Level Federal Subcontracts Proposal Administrator specializing in federal subcontracting support for proposal development. This is not a contract administration or KO role. Candidates must have hands-on experience supporting subcontractor engagement, SB plans, NDAs/TAs/Subks, and cost proposal activities-not administering prime contracts or issuing government contracts.

The Administrator is responsible for the review of Government solicitations to ensure all actions are identified, engage capture teams to discuss subcontractor requirements. You will create SB plans, negotiate NDAs, TAs and Subks. This role ensures compliance with applicable federal acquisition regulations (FAR/DFARS), corporate policies, and client requirements while collaborating with internal and external stakeholders to ensure that subcontractor proposals are responsive, complete, and cost-competitive. The ideal candidate will have a solid understanding of federal procurement principles, subcontracting processes, and proposal development.

Key Responsibilities
• Review Government solicitations to identify subcontract requirements, risks, and proposal actions
• Partner early with capture, proposal, pricing, and program teams to align subcontract strategy
• Develop FAR Part 19-compliant Small Business Subcontracting Plans
• Issue RFPs and evaluate subcontractor technical and cost proposals
• Draft, negotiate, and finalize NDAs, TAs, and CPFF/FFP/T&M subcontracts
• Apply required FAR/DFARS flowdowns and terms
• Maintain audit-ready proposal files in SharePoint, Costpoint, AMRO, or similar systems
• Conduct price/cost analysis to assess competitiveness and risk
• Coordinate stakeholders throughout the proposal cycle
• Identify subcontract-related risks and implement mitigation strategies

Minimum Required Qualifications
• Bachelor's degree in business, Supply Chain, Procurement, or related field
• 8+ years of federal subcontracting proposal support experience
• Hands-on experience reviewing solicitations, defining subcontract requirements, and preparing compliant proposal inputs
• Experience supporting capture/proposal teams and leading subcontract proposal activities
• Experience negotiating NDAs, Teaming Agreements, and Subcontracts
• Costpoint experience
• Strong knowledge of federal procurement and FAR/DFARS, including application of mandatory flowdowns
• Experience with CPFF, FFP, and T&M subcontract types
• Strong organizational and communication skills
• Proficiency in Microsoft Office and ERP/procurement systems (Costpoint, SAP, OnBase)
• Ability to obtain and maintain facility credentials/authorization (U.S. citizenship required)

Preferred Qualifications
• Experience developing Small Business (SB) plans
• Experience supporting federal capture teams and proposal strategy development
• Prior experience with complex federal subcontractor proposal submissions

Compensation Details:
$105,000 - $135,000
