This Opportunity

WSP is currently initiating a search for a Federal Programs - Property & Buildings Operations Manager for our Arlington, VA office.

This role requires involvement in projects with our fast-growing Federal Programs Team and being a part of a growing organization that meets our clients' objectives and solves their challenges. This is a global role and requires a global mindset. The Operations Manager will effectively manage a growing team of AEP Project Managers in the delivery and execution of federal projects. Projects will include Design/Bid/Build & Design/Build Delivery methods.

Direct Reports for this role will include Project Managers, and the Operations Manager will work closely with the Program Managers; Client Care Leaders as well as Planning Team Director. The Operations Manager has an important role in supporting the Project Managers who coordinate with the Practice Delivery Manager on various federal contracts to assist them in staffing delivery teams. The Operations Manager will work closely with other Operations Manager(s) and will report to the District Leader. This position will also include billable work for our clients as a Project Manager as workload allows.

Your Impact
  • Responsible for the performance of assigned Project Managers with regards to:
    • Program/Project financials
    • Support during fee proposals
    • CPARS attainment
    • Management of Subconsultants
    • Project Audit compliance (PMP, Safety, Risk Management, Contracts, Training, etc)
    • Metrics attainment
    • Client management/coordination/assistance
  • Project review responsibilities for projects performed by other PM's that are not direct reports
  • Coordination of the Quality Control Processes.
  • Personnel Management (Performance reviews; Career Development; Time Cards; Expense Reports; Mentoring; etc.) of assigned staff.
  • Occasional business development/SF330/TORN development support as necessary.
  • Potential Client Care Manager for assigned clients.
  • Standardization of Project Manager processes for execution of work.
  • Mentoring/management of Project Managers.
  • Maintain Utilization and equal distribution of work amongst Project Managers.
  • Program/Project Management duties as necessary.
  • Assist with Potential M&A Integration.
  • Personnel Management (recruiting/hiring/training/evaluations/etc.).
  • Exercise responsible and ethical decision-making regarding company funds, resources and conduct, and adhere to WSP's Code of Conduct and related policies and procedures.
  • Perform additional responsibilities as required by business needs.


Required Qualifications
  • Bachelor's degree in civil engineering, architecture or equivalent.
  • 15+ years' experience in consulting, engineering, program management and/or business development to the federal government (DOD).
  • 10+ years' experience managing multi-disciplinary engineering/architectural teams.
  • Professional registration.
  • Ability to obtain a US Government issued Secret level Security Clearance.
  • Strong knowledge and overall understanding of DOD clients; US contracting industry; knowledge of Federal budgeting, industry business drivers and motivators.
  • Experience leading strategy and marketing for Federal acquisitions; demonstrated experience in working with cross-functional teams and a variety of stakeholders, and in developing and executing strategies to deliver business results.
  • Excellent knowledge and experience of servicing client needs and effective program planning and execution.
  • Demonstrated track record of managing large and complex opportunities and pursuits.
  • Strong business development skills with attention to win strategies and differentiators.
  • Strong negotiation skills.
  • Proven ability to communicate and under limited time constraints.
  • Relocation assistance is not available for this position.


Preferred Qualifications
  • Active US Government issued Secret clearance.
