Responsibilities:
Schedule, coordinate, and host the Program Kick-Off Meeting, providing a forum to discuss security requirements, travel authorization procedures, and compliance obligations
Prepare comprehensive Program Kick-Off Meeting Agenda addressing security requirements including building access protocols, badge issuance processes, and Common Access Card (CAC) procedures
Develop and implement the Transition-In Plan addressing badging and access requirements, ensuring all transition activities are completed within 120 calendar days
Develop and implement the Transition-Out Plan addressing personnel transition procedures, required Government actions, and security compliance requirements for contract closeout
Coordinate security, clearance, and compliance requirements across the program, ensuring adherence to Department of State security policies and federal regulations
Ensure all security requirements are met including building access, badge management, and CAC administration throughout Task Order (TO) performance
Coordinate record management and data protection procedures, ensuring compliance with applicable privacy regulations, security requirements, and federal information security standards
Serve as the primary point of contact for security matters, liaising with Government security personnel, facility security offices, and contractor personnel
Monitor and track personnel security clearances, reinvestigations, and compliance with continuous evaluation requirements throughout the contract lifecycle
Conduct security briefings and training for contractor personnel, ensuring awareness of security policies, procedures, and incident reporting requirements
Qualifications:
Required –
Bachelor's degree + 4 years of experience in related fields, such as industrial security, facilities security management, personnel security, security compliance, or government security operations; equivalencies considered.
Active Secret Clearance
Proven experience as a Facilities Security Officer (FSO) or in a similar security management role supporting government contracts
Knowledge of Department of State security policies, federal security regulations, and the National Industrial Security Program Operating Manual (NISPOM)
Strong understanding of personnel security clearance processes, badge management, and access control systems
Excellent organizational and coordination skills with ability to manage multiple security requirements and ensure compliance across diverse teams
Desired –
Prior experience supporting federal agencies, especially the Department of State
FSO certification or completion of formal FSO training programs (e.g., Defense Security Service FSO Program)
Experience with security clearance management systems, personnel security investigations, and continuous evaluation programs
Knowledge of privacy regulations including Privacy Act requirements and experience managing Personally Identifiable Information (PII) protection programs
