Facilities Project Manager
Reports to: Account Director

Location: On-site, Rush University Medical Center
PurposeServe as the single point of accountability for vendor contract performance and for the planning, procurement, and delivery of small facilities projects. Ensure vendors deliver the full contracted scope at the agreed quality and cost, and that every project follows one consistent process from request through closeout. Lead, coach, and develop direct reports.
Key Responsibilities:Vendor contract management (approx. 35%)• Own the master register of vendor and subcontractor agreements: scope, term, pricing, and the responsible account team member.
• Own performance management of fixed-cost contracts. Make the final determination on whether work performed meets the contracted scope, frequency, and quality standard, in consultation with technical leads and Sourcing Manager
• Participate in vendor performance reviews with Sourcing Manager and drive scope gaps, quality issues, and corrective actions to resolution.
• Input into vendor contract renewals, rebids, and scope revisions, including benchmarking and recommending whether to renew, renegotiate, or replace.
• Serve as the escalation point for commercial disputes, change orders, and extra-work requests.
Small project management (approx. 30%)
• Maintain oversight of a single project log (status, budget, schedule, owner) and triage incoming project requests.
• Develop scopes of work, issue bid packages, lead bid leveling, and recommend awards with clear cost and risk rationale.
• Manage projects from award through closeout: schedule, cost, change control, quality inspection, punch lists, and documentation.
• Coordinate with clinical and operational stakeholders on access, shutdowns, and scheduling in a 24/7 hospital environment, including infection control, life safety, and interim measures.
• Ensure vendor compliance with site safety, permitting, and regulatory requirements.
• Define and enforce a standard project process (intake, scope template, bid, approval, execution, closeout) used by all project owners on the account.
Budgeting and financial management (approx. 15%)• Own the project and vendor contract budget: forecasting, commitments, cost tracking, and monthly variance reporting.
• Reconcile invoices against work performed and approved scope before payment approval.
• Partner with finance and the capital project management lead so contract and project spend aligns with operating and capital budgets and client reporting.
• Flag cost risks and recommend corrective action early.
Sourcing and procurement partnership (approx. 5%)
• Work with JLL sourcing on vendor selection, contract terms, pricing, and renewals.
• Follow defined approval thresholds and delegation of authority for awards, change orders, and extra work.
• Support vendor onboarding and compliance requirements.
Team leadership (approx. 15%)• Supervise, coach, and develop direct reports, setting priorities, delegating administrative work, and reviewing output for quality.
• Build direct report's technical knowledge through scope-verification checklists, site walks, and progressively larger project ownership.
• Conduct regular one-on-ones and support performance and development planning.
Cross-functional• Partner with technical leads and the Account Director on vendor strategy, risk, and client communication.
• Identify patterns (repeat failures, vendor underperformance, recurring project types) and recommend proactive solutions.
• Report contract status, cost variances, and risks to the Account Director monthly, in a form suitable for client leadership.
• Recommend vendor modifications (adds, changes, cancellations) based on performance management outcomes.
Qualifications• Bachelor's degree in engineering, construction management, facilities management, or a related field, or equivalent experience.
• 7+ years in facilities management, construction, or project management, ideally in healthcare or another critical environment.
• 2+ years of supervisory or team development experience.
• Demonstrated experience writing scopes, managing bids, and administering fixed-price and time-and-materials contracts.
• Experience managing project or contract budgets and reconciling vendor invoices.
• Working knowledge of building systems (HVAC, plumbing, electrical, life safety) sufficient to evaluate scope and quality.
• Strong negotiation, documentation, and stakeholder communication skills.
• Proficiency with CMMS/work order systems and Excel. PMP or equivalent preferred.
• Familiarity with healthcare facility requirements (ICRA, life safety, accreditation standards) preferred.
Measures of Success
• 100% of vendor contracts in the register, each with a named owner and scheduled performance review.
• Documented scope-versus-delivery verification on all fixed-cost contracts.
• Projects delivered through the standard process, with on-time, on-budget, and closeout-documentation rates tracked.
• Reduced unmanaged extra work and unplanned change orders.
• Budget variance reported monthly, with no unexplained variances.
• Coordinator developing against documented milestones.
• Client satisfaction with responsiveness and project communication.

Expected compensation for this position:95,000.00 - 120,000.00 USD per year
Final compensation packages are determined by various considerations including but not limited to candidate qualifications, location, market conditions, and internal considerations.
