Summary

Responsible for managing the City of Denton's Facilities Management maintenance and project personnel including city-wide projects, preventative maintenance, and overall operations.
Essential Functions and Other Important Duties

Essential Functions:
  • Provides administrative direction to personnel engaged in the maintenance and renovation of city-owned and leased buildings; assists with the manual functions of maintaining facilities as needed.
  • Hears and responds to all Building Operations complaints; initiates and provides corrective action as necessary.
  • Develops and administers preventive maintenance program(s), tracks preventive and new maintenance activities.
  • Develops and administers a multi-year capital improvement program.
  • Manages projects requiring the application of diversified knowledge ofdesign, construction and management principles and practices for construction of capital improvement projects and special assigned projects; maintains routine communication with consultants, contractors and other outside agencies to ensure projects are within budget and completed on time.
  • Directs the requisition of necessary supplies, materials, and equipment, including writing specifications for projects, and equipment.
  • Manages various building operations contracts, including coordination and scheduling work, inspection of work performed, development of specifications and recommendations for payments.
  • Supervises employees, including hiring, training, scheduling, performance reviews, and termination.Delegates and ensures completion of multiple projects and operational tasks. Develops annual work program, prepares and submits an annual budget estimate. Inspects and reviews the work performance contractors.
  • Assists in planning, designing, and overseeing any new and remodeled city buildings.
  • Manages the workorder software.
  • Maintains regular and punctual on-site attendance.

Job Requirements

Minimum Qualifications / Acceptable Equivalency:
  • Bachelor degree in Engineering (Industrial, Civil, Mechanical, Construction Management, Maintenance Management, Electrical), Architecture, Facilities Management, Business, Operations Management, or a related field;
  • Six (6) years of comprehensive experience in maintenance and renovation of major building structures, including air conditioning/heating, plumbing, construction and mechanical and electrical systems;
  • Certified Facility Manager (CFM) - IFMA, or related facility management specific certification
OR
  • Any combination of related education, experience, certifications and licenses that will result in a candidate successfully performing the essential functions of the job
Core Competencies:
  • Knowledge of local, regional, and state industry standards, specifications, and practices for building construction projects.
  • Knowledge of required methods and techniques for collecting, analyzing and testing construction materials and have the ability interpret reports generated from such testing.
  • Skill in the principles of project management and coordination of various resources to include internal City staff, contractors, and consultants.
  • Skill in communicating effectively orally and in writing as appropriate for the needs of the audience.
  • Ability to apply technical knowledge and follow proper inspection techniques to examine workmanship and materials and detect deviations from plans, regulations and standard construction practices.
  • Ability to effectively plan and delegate the work of others.
  • Ability to gather and analyze data, draw conclusions, and present data and other information in a clear and logical manner.
  • Ability to form and maintain effective relationships.
Preferences:
  • Prior experience working in safety for a municipal government, utility, or construction company.
  • Bilingual (Spanish and English) preferred in some settings.
  • Proficient Microsoft Windows, energy management systems, computer-controlled lighting, construction software/hardware, Excel, Word, Access and familiar with CAD systems.
  • Journeyman License in related field.
Conditions of Employment:
  • Must have a valid Class "C" Driver's License and valid state required minimum automobile liability insurance prior to employment (must obtain Texas Class "C" driver's license and state required minimum automobile liability insurance within 90 days of hire per state law).
