Position Objective

Crow Wing County is hiring a Facilities Manager to oversee the maintenance, operations, and planning of our county buildings and grounds. We're looking for a hands-on leader who can balance quality and cost, prioritize safety and functionality, and ensure taxpayer dollars are spent wisely. The primary focus of the Facilities Manager is ensuring service, operational and programmatic excellence through the effective and efficient management of all County owned buildings and grounds. This includes developing operational best practices in the areas of facilities management including space management, central plant management, energy management, structural maintenance, construction management, janitorial care, landscape maintenance, campus security and parking programs.

The position will serve as a key resource and advisor to the County Administrator, Administrative Services Director, Senior Managers and the Board of Commissioners on all Facilities related matters. The position is responsible for the development of the County's vision and strategy related to the operations of its physical assets and maintenance operations and is supportive of the organization goals and long-term plans.

From a leadership perspective the position is accountable for the supervision and management of assigned staff, organizational planning, management of contracted services and the deployment of internal and external resources, including skilled trades general labor, maintenance staff, administrative staff and external service providers.

The position has significant financial accountabilities involving budgeting, forecasting and long range planning for all aspects of facilities management. This includes energy usage and contracted services as well as all construction and remodeling projects. A key focus of the position is driving cost savings through effective use of energy management programs, contracting and related opportunities.
Essential Duties & Responsibilities

  • Directs the design, planning, construction, and maintenance of the County's facilities and properties.
  • Develops building and systems recommendations including new construction, renovations and relocations to ensure operational effectiveness and that campus facilities are positioned to serve short-term and long-term needs of the County.
  • Develops and maintains compliance with financial forecasts and annual budgets for facilities and maintenance management, projects and operating expenses, ensuring cost effectiveness of operations.
  • Develops long range facility and budget plans for the organization.
  • Performs construction management services for all renovations and new construction including job costing, selection of service providers, supervision of project staff and project management to ensure cost and operational effectiveness of all projects.
  • Manages the operation of all mechanical systems, including maintenance, staffing, budgeting and program management ensuring operational and cost effectiveness of all systems.
  • Manages the maintenance of all facilities including buildings and grounds, utilizing internal and external resources as deemed appropriate, ensuring preservation of all associated assets, cost effectiveness of services provided and customer satisfaction.
  • Manages facility security programs including the development of security guidelines, systems selection, including purchase proposals and management to ensure operational effectiveness while preserving human, financial and physical assets.
  • Manages facility parking programs including the development of parking guidelines, identification systems and compliance management to ensure operational effectiveness and service to internal and external customers.
  • Develops organizational structure and staffing to ensure skills and coverage necessary to provide for the effective operation and maintenance of all facilities and systems.
  • Provides training and performance management for all assigned staff to ensure department effectiveness.
  • Services internal and external customers by anticipating needs and responding to service requests in a timely and effective manner.
  • Prepares reports as may be required, provides information to the County Board, recommends courses of action, develops plans and policies to ensure the smooth operation of the department.

Minimum Qualifications

  • Bachelor's Degree in Architecture, Engineering, Construction Management or related field or higher or equivalent knowledge gained through a combination of education and/or experience.
  • Seven or more years experience in facilities planning, project and/or facilities management.
  • Significant experience in all areas of facilities management including mechanical, refrigeration, electrical, HVAC, automated building systems, staff, vendor and contract management is required.
  • Valid state issued driver's license.

Desirable Qualifications

  • Knowledge of commercial building engineering, maintenance, and management.
  • Ability to plan, develop and implement programs and department policies and procedures.
  • Ability to plan, coordinate, supervise and evaluate the work of others and to train employees.
  • Skills in the areas of interpersonal relations, collaboration, judgment, problem analysis and decision making.
  • Knowledge of federal, state and local laws, rules and regulations relating to the operation, maintenance and safety of facilities.
  • Ability to interact effectively with a wide variety of individuals including contractors, department heads and county staff.
  • Ability to communicate effectively, both orally and in writing.
  • Ability to prepare reports and maintain records.

Compensation
The county strives to be a market competitive employer with compensation rates that are externally competitive and internally equitable. Compensation rates are governed by the county pay matrix and applicable labor contract. Information regarding the county pay programs is available in the Human Resource Department.

Paid Time Off (PTO)
PTO benefit accrues at the rate of 21 days per year for the first 3 years for regular full-time staff and is pro-rated for regular part-time staff.

Holidays
The 12 calendar holidays that are observed by Crow Wing County are as follows: New Year's Day, Martin Luther King, President's Day, Memorial Day, Juneteenth, Independence Day, Labor Day, Veterans' Day, Thanksgiving Day and Friday following, Christmas Eve and Christmas Day.

Health Insurance
Regular full-time employees and their dependents are eligible for group health insurance coverage, administered by Blue Cross Blue Shield. Eligibility begins on the first of the month following 30 days of employment.

Regular part-time employees regularly scheduled 30 hours or more per week are eligible for health insurance coverage on a pro-rated basis.

Dental Insurance
Delta dental benefit is available to those participating in a health insurance plan. Calendar year annual maximum of $1000 per person.

Life Insurance
Regular full-time employees shall be provided a term life insurance policy of $50,000. Optional life insurance is available at the employee's expense.

Short-Term Disability
Regular full-time and part-time staff regularly scheduled at least 30 hours per week are eligible for short-term disability following 6 months of qualifying employment. Short-term disability payments begin on the first day following 14 consecutive calendar days of absence attributable to a qualifying disability. The plan provides income replacement of up to 50% of regular pay subject to a maximum limit of $1,000 per week.

Long-Term Disability
Regular full-time and part-time staff regularly scheduled at least 30 hours per week are eligible. Long term disability pays 50% of salary up to a maximum of $4,000 per month beginning on day 91 of total disability. The maximum benefits duration is up to the social security normal retirement date.
