The City of Waco is seeking a skilled and proactive Facilities Manager to oversee the Planning, Design, Construction function. This role will lead and coordinate project teams and resolve issues and conflict.
Minimum Qualifications
Required:
  • Bachelor's Degree in Construction, Project Management, Architecture, Engineering, Business, or related field and 4 years' experience in supervising personnel and managing facilities, construction projects, operations, maintenance, or programs in a relevant field, or an equivalent combination of education and experience
  • Valid Texas Driver's License
  • Must pass a Criminal Justice Information System (CJIS) background check

Position Overview

Under general direction, leads and manages assigned functions, programs, and services within the Facilities Department. This position is responsible for planning, organizing, and directing staff, contractors, resources, and operational activities to support the effective delivery of facility services, projects, and programs in alignment with City and department goals, policies, and standards. Provides leadership and oversight to ensure assigned functions are performed efficiently, safely, and in compliance with all applicable laws and regulations, while promoting continuous improvement, accountability, and high-quality service delivery.

Essential Functions
  • Leads and manages assigned facilities functions, programs, and services; supervises staff, contractors, and vendors.
  • Establishes goals, priorities, and performance expectations; develops plans, schedules, and standards to achieve results.
  • Directs daily operations and long-term activities; ensures effective coordination of resources and service delivery.
  • Serves as primary liaison; collaborates with departments, leadership, and external partners to ensure alignment and integration.
  • Analyzes operational challenges and implements solutions to improve performance, efficiency, and service outcomes.
  • Develops and manages budgets, expenditures, and resource planning; ensures accurate tracking and financial coordination.
  • Oversees contracts, procurements, and service agreements in compliance with City policies and applicable laws.
  • Evaluates performance across staff, contractors, programs, and systems; addresses gaps and drives continuous improvement.
  • Ensures compliance with all regulations, policies, and safety standards; maintains systems, data integrity, and documentation.
  • Provides leadership, training, reporting, and SOP development; fosters a culture of accountability, innovation, and continuous improvement; responds to emergencies as needed.
  • Responds to and supports emergency or urgent situations as required, including after-hours, weekends, and holidays.
  • Operates a personal or City vehicle to travel between work sites, facilities, meetings, and project locations to oversee operations and service delivery, ensure regulatory compliance, and coordinate with staff, other departments, and external stakeholders in support of Facilities services.
  • Leads planning, design, and construction of department projects from initial request through closeout.
  • Serves as Owner's Representative, ensuring projects align with scope, budget, and schedule.
  • Manages project scope, budget, schedule, contracts, and expenditures.
  • Leads and coordinates project teams (architects, engineers, contractors, stakeholders); resolves issues and conflicts.
  • Reviews designs and oversees procurement, approvals, and documentation to ensure compliance and constructability.
  • Monitors progress, quality, and performance; supports CIP planning and provides status reports to leadership.
  • Performs other related duties as assigned.
  • Complies with all policies and standards.
  • Supports the relationship between the City of Waco and the general public by demonstrating courteous and cooperative behavior when interacting with residents, visitors, and City staff; maintains confidentiality of work-related issues and City information
