Facilities Management Infrastructure Director - MedStar Health

Job Summary

Job Summary:
The Infrastructure Director position provides strategic leadership for capital infrastructure investment and enterprise facilities operations across the health system. The role is responsible for overseeing long-term capital planning, project execution, and alignment with organizational priorities, while driving operational excellence through asset management, resource optimization, technology integration, and data-driven decision-making.
Strategic Capital Job Duties:
• Lead the health system's long-term critical infrastructure replacement strategy.
• Manage the system-wide deferred maintenance program.
• Lead the annual capital infrastructure planning and prioritization process.
• Develop capital replacement recommendations based on asset conditions, risk, lifecycle, and regulatory requirements.
• Establish system-wide infrastructure replacement standards and lifecycle strategies.
• Coordinate feasibility studies, engineering designs, cost estimates, and project scopes for capital projects.
• Develop executive capital investment recommendations based on operational priorities, construction schedules, and available funding.
• Ensure capital investment strategies align with health system strategic initiatives and hospital priorities.
• Lead the Project Management team in executing infrastructure renewal projects across the health system.
• Oversee the complete capital project lifecycle, including planning, procurement, budgeting, scheduling, construction, commissioning, and project closeout.
• Develop executive dashboards and presentations summarizing capital investments, deferred maintenance, infrastructure risks, and project portfolio performance.
Strategic Operational Job Duties
• Develop enterprise asset management strategies to improve infrastructure reliability and lifecycle performance.
• Evaluate maintenance staffing models, workforce capabilities, and purchased services across the health system.
• Develop recommendations to optimize staffing, resource utilization, and operational efficiency.
• Assist with the strategic sourcing, procurement, and management of system-wide maintenance service contracts.
• Direct the RFP process, contract negotiations, master agreement execution, and vendor performance management.
• Develop corrective action plans to improve vendor quality, service delivery, and contract compliance.
• Expand digital facilities capabilities through asset mapping, life safety documentation, space utilization, and project management technologies.
• Develop system-wide operational benchmarks, KPIs, and data analytics to support executive decision-making.
• Identify emerging operational risks, infrastructure trends, and strategic initiatives requiring executive attention.
• Collaborate with Regional Director and hospital leadership to develop and implement system-wide Facilities Management strategies.
• Provide strategic operational support for regulatory surveys, hospital start-ups, acquisitions, operational assessments, and other Division initiatives.
Qualifications:
• Bachelor's degree in engineering or related field preferred;
• 3-5 years of project and asset management, overseeing multiple services within the critical infrastructure environment;
• Experience managing teams;
• Must be able to analyze large data sets and communicate complex, technical data in a clear and concise manner;
• Equivalent combination of education and experience may be considered;
• The ability to read, comprehend, and transmit complicated detailed instructions orally and in writing;
• Must be advanced in Microsoft applications.
