General Statement of Duties

The City of Eugene's Facility Management Division is looking for a Facility Management Division Manager (Facilities Director).

The Facilities Director provides strategic leadership and vision for the City's facilities portfolio, directing capital improvements, facilities maintenance and operations, building energy and environmental management, and asset preservation. The Director develops and executes long range facility plans and capital investment strategies aligned with City priorities, and financial and sustainability goals. The Director leads, mentors, and develops a team of professional, technical, and trades staff, fostering a culture of belonging and accountability, safety, service excellence. The Director builds and maintains collaborative relationships with City departments, elected officials, outside agencies, community stakeholders, and private service providers to align facility services with organizational needs. The Director also provides support to the Central Services Executive Director acting as a key advisor on facility policy, strategy, and complex organizational issues.

Salary Range: $145,953.60 - $196,996.80 Annually

The City of Eugene determines starting pay within the range based on relevant education and experience as provided by the applicant in their application materials. This process is consistent with the Oregon Equal Pay Act (OEPA).

Examples of Duties Performed - Duties may include but are not limited to the following
  • Assumes full management responsibility for all facility management division operations and activities including capital improvements, facilities maintenance and operations, building energy and environmental management, long-range planning for facility capital investment and asset preservation; oversees contract management, bid development and evaluation processes; and coordinates division activities with other departments, outside organizations and agencies.
  • Manages the development and implementation of goals, objectives, policies and priorities for each assigned service area; establish, within City policy the appropriate services; negotiates contracts and vendor negotiations; evaluates operations, allocate resources, and modifies strategic goals accordingly.
  • Directs, monitors and oversees the development of the Division work plan; assigns work activities, projects and programs; monitors workflow, reviews; evaluates work projects and products, adjusts methods and procedures; and ensures that all activities are in compliance with applicable Federal, State and local requirements.
  • Manages and participates in the development and administration of the Division's annual budget and Facilities rates charged to departments; forecasts funds needed for staffing, equipment, materials and supplies; monitors and approves expenditures.
  • Organizes and directs major work programs of the division including the offering of professional services in capital project management, space planning and development, City facility operations and maintenance services, and preventative maintenance services in electrical, plumbing and HVAC.
  • Develops and implements short- and long-range plans for protecting existing facility assets as well as future facility needs to provide City services and directs the development of plans and studies outlining facility needs and conditions. Monitors impact of facility maintenance and preservation investment on overall condition of City's building inventory and develops strategies for facility preservation to optimize capital resources.
  • Responsible for the selection and evaluation of assigned staff; assigns work and ensures appropriate training is provided; investigates complaints; recommends and administers disciplinary actions; handles sensitive personnel matters and recommends grievance responses; exercises full supervision over employees.
  • Ensures division implementation of and adherence to the City's Affirmative Action and Diversity Work Plans. Coordinates the implementation of effective processes and models to produce division wide diversity initiatives. Facilitates staff development on such issues as diversity and creating a respectful working environment.


  • Oversees the City's energy conservation program; identifies needs and promotes conservation of resources. Oversees the program of green building practices for City facilities; identifies needs and promotes green building policies and procedures applicable to City workplaces.
  • Represents the Facilities Division to City Departments and staff, elected officials, media, and outside agencies; explain and justify programs, policies, and activities; negotiate and resolve sensitive, significant, and controversial issues.
  • Attends and serves on a variety of City committees, commissions and task teams; attends and participates in professional groups and committees; may participate on a variety of boards and commissions.
  • Oversees the Spay Neuter Clinic.
  • May act in the capacity of the Central Services Executive Director in his/her absence.
  • Complete designated job tasks, special projects, and all other duties as assigned to meet team, department, and City of Eugene goals while working cooperatively, efficiently, and productively in a team environment.

Minimum Qualifications:

Experience:
  • Six years of increasingly responsible experience in public works or facilities management programs, including three years of administrative and supervisory experience.

Education:
  • Equivalent to a Bachelor's degree from an accredited college or university in facility management, architecture, landscape architecture, structural engineering, business, finance management, or a closely related field.

Supplemental Information
Bilingual Pay Benefit

This benefit compensates non-represented employees up to 5% of their base salary. To qualify for bilingual pay, the employee must?demonstrate?fluency in an eligible language and pass a language?proficiency?test that is administrated by the City's Employee Resource Center division.??

Non-Represented Retirement Program

Upon eligibility, the City will contribute an employee contribution of 6%, as well as the employer contribution, to a retirement program administered by the Oregon Public Employees' Retirement System (PERS). In addition, the City will pay a 3% contribution to a deferred compensation program if the employee contributes at least 1%.?

From January 1, 2020, through December 31, 2034, most retirees may work for a PERS-participating employer for an unlimited number of hours while continuing to receive their pension benefit based on HB 2296.
