This is a highly responsible and professional position serving as the Executive Nursing Director - F/C - SES within Forensic Services. The ideal candidate will be a collaborative team player who works seamlessly across all sections within the program office. Specific Duties and Responsibilities include:
  • The incumbent must spend at least 75 percent of his or her time performing duties which involve contact with patients or inmates in a correctional or forensic facility or institution.
  • Duties of this position require the incumbent to be knowledgeable of and utilize the principles of Total Quality Management. Must also be familiar with requirements of CARF accreditation and ensure compliance. Will provide guidance in the care and treatment of residents.
  • This is advanced professional work supervising and directing employees. The primary duty of the incumbent in this position is to spend the majority of their time communicating with, motivating, training and evaluating employees, planning and directing their work; and having the authority to effectively recommend actions such as: hire, transfer, suspend, layoff, promote, discharge, assign, and reward or discipline direct reports. Evaluates employees against established standards and takes appropriate actions when necessary (i.e. recognition, reward, corrective action, etc.).
  • Professional nursing and administrative responsibility in planning and directing all direct care and nursing activities in a residential unit for the mentally ill. Incumbent supervises the direct care and nursing services which includes all shifts and uses judgment in formulating or assisting in formulation of policy and procedure for service delivery, program design, and administration of the unit budget.
  • Serves as manager and role model for staff and demonstrates good leadership skills. Meets and counsels with employees to ensure the continuity and quality of safe, therapeutic care on all three shifts. Acts in a self-directed manner to assure continuity both up and down the chain of command as well as between ancillary services within the Facility. Manages staff to ensure that objectives, policies, and procedures are understood and adhered to by personnel. Monitors and evaluates employee work performance according to unit and facility procedures. Assures staff training needs are identified and provided for, using appropriate resources and within set or negotiated time frames.
  • Responsible for ensuring cost-effective, 24-hour direct care and nursing/restorative care is provided by timely management of hiring, staff assignments, maintaining minimum staffing level, developing a knowledge of job requirements, and an awareness of imitations/abilities of each employee. Maintains active, up-to-date communication with off-shift personnel to assure knowledge and active participation in off-shift programming, problems, and resident needs. Investigates and prepares reports related to resident incidents within time frames and according to accepted format.
  • Responsible for overall assessment, development, initiation, maintenance, review, and revision of nursing care delivery systems for each programmatic area in a manner which is supported by current philosophy of treatment programs/interventions for population. Writes, reviews, revises nursing policy, procedures, and treatment modules which support nursing care/delivery/programs. Develops nursing service goals, objectives, and standards of nursing practice. Assure timely, cooperative coordination of nursing services with other resident services. Identifies budget needs to support service delivery, both on a long-term and short-term basis. Prepares reports as necessary. Manages nursing program to support normalization, residents' rights, and least restrictive goals.
  • Adheres to regulatory guidelines and accepted nursing standards/practice to ensure nursing compliance including, but not limited to safety, infection control, nursing practice, CMS, AHCA, and HCQA. Participates in reviews performed by internal and external review bodies and cost-effectively utilizes all available quality assurance data in management. Is self-directed in using good judgment and problem-solving skills to provide adequate input, formulate decisions, and complete role/task/reports in a timely, cooperative manner following accepted protocol.
  • Assures fair and consistent application of Human Resources rules/regulations/protocols throughout all supervisory levels in unit in a timely manner. Ensures new employees are oriented according to facility and unit procedures. Reviews and maintains current position descriptions and standards on direct reports and evaluates within established time frames. Investigates and prepares reports on employee incidents. Adheres to and administers disciplinary action procedures as appropriate.
  • Complies with mandatory unit and facility in service training. Trains nursing and direct care staff on all pertinent policies.
  • Responsible for other duties as assigned by supervisor.

Minimum Qualifications:
  • Licensure as a Registered Professional Nurse in accordance with Florida Statute 464 or eligible to practice nursing in accordance with Florida Administrative Code 210-8.27
  • 4 years of nursing supervisory experience.
  • A bachelor's degree from an accredited college or university with a major in nursing can substitute for one year of the required general professional nursing experience.
  • A master's degree from an accredited college or university in nursing or nursing education can substitute for the nursing supervisory experience.
